PCLOB EIS Solutions

Background
This document serves as a Justification for an Exception to Fair Opportunity for the Department of the Interior (DOI), specifically through the Interior Business Center, Acquisition Services Directorate (AQD), Division 5, on behalf of the Privacy and Civil Liberties Oversight Board (PCLOB). The goal is to secure follow-on services for telecom needs at PCLOB headquarters and their Data Center.

Work Details
The contract will provide Enterprise Infrastructure Solutions (EIS) for telecom services at PCLOB's headquarters located at 800 North Capitol St. in Washington, DC, and at their Data Center in Reston, VA. The required telecom services include:

- Access Arrangements
- Audio Conferencing Service
- Cable and Wiring
- Circuit Switched Voice Service
- Ethernet Transport Service
- Internet Protocol Service
- Internet Protocol Voice Service
- Managed Trusted Internet Protocol Service
- Virtual Private Network Service
- Mobile Wireless Service
- Service-Related Equipment.

The task order will be a firm-fixed price for severable services against the GSA’s EIS IDIQ with AT&T as the sole source provider due to unique qualifications and infrastructure dependencies.

Period of Performance
The anticipated performance period is set to begin on July 4, 2026, lasting for five years which includes one 12-month base year followed by four 12-month option periods.

Place of Performance
The contract will be performed at PCLOB headquarters in Washington, DC and at their Data Center located in Reston, VA.

Bidder Requirements
Only AT&T is capable of providing the required services due to their proprietary infrastructure that is tightly integrated with PCLOB's existing network. Transitioning to another provider would involve significant operational disruptions and costs that exceed those of continued service by AT&T.
