Notice of Intent to Sole Source Globus System

Background
The U.S. Department of the Interior (DOI), specifically the Bureau of Safety and Environmental Enforcement, Bureau of Ocean Energy Management, and Office of Surface Mining Reclamation and Enforcement (BSEE/BOEM/OSMRE) Programs, is issuing a notice of intent to award a sole source contract for the Globus Platform software.

Work Details
The contract will encompass the following tasks and services:
- Provision of the Globus Platform software, which utilizes the Globus GridFTP derived technology stack for reliable file movement at multi Gbps speeds with automated fault recovery.
- Configuration support to ensure the software meets DOI's operational needs.
- Training services for personnel to effectively use the Globus Platform.
- Ongoing service and documentation support to maintain functionality and user understanding.

The Globus Platform is uniquely positioned as it provides exclusive managed endpoints and connectors necessary for secure cross-institutional transfers between DOI bureaus, federal High Performance Computing systems, and partner research institutions. It also integrates with existing research datasets and scientific workflows dependent on Globus endpoints at partner institutions.

Period of Performance
12 months from date of award.

Place of Performance
Services will be performed in locations associated with DOI bureaus and partner research institutions as needed.

Bidder Requirements
The contract is intended for The University of Chicago as it is the only responsible source capable of fulfilling these specific requirements due to its unique technology and service offerings.
