NOTICE OF INTENT Bloomberg Finance L.P.
The Department of Energy (DOE), Office of International Affairs has a requirement for online subscription service and is contemplating a sole source award to Bloomberg Finance L.P., New York, NY for subscription to Bloomberg New Energy Finance (BNEF) service via Bloomberg Anywhere and Bloomberg Terminal for real-time data, news, research, and analytics. DOE plays a key role in educating the Nation's citizens regarding energy efficiency and to our knowledge Bloomberg Finance L.P. has proven to be the only vendor who can provide the research, data, and news for the renewable energy sectors with a global foot print. This online information subscription will provide DOE access to an array of research and analysis, news, clean energy investment data and advisory services that will provide valuable information to the program offices to formulate better business decisions concerning the renewable energy sectors.

Bloomberg Finance L.P. has developed relationships within the renewable energy community that have positioned them to create proprietary models, indices, and benchmarking tools, unavailable through other providers. The software subscription covers an extensive range of energy indices that include proprietary information for the following markets:

Energy Smart Technologies: Energy Efficiency, Digital Energy, Energy Storage

Bloomberg Finance L.P. is the only firm capable of providing the required proprietary intelligence data, benchmarking tools, models, indices in the global energy markets.
The proposed contract action is for services for which the Government intends to award only one source under the statutory authority permitting other than full and open competition of 41 USC 3304(a)(1), FAR citation 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
The contemplated award would include annual membership for a period of one year as follows:
Base Year: 06/01/2025 05/31/2026
The Federal Product Service Code for this requirement is DA10 IT AND TELECOM BUSINESS APPLICATION/APPLICATION DEVELOPMENT SUBSCRRIPTION.
This is a NOTICE OF INTENT; no solicitation is available for this requirement. If a firm believes DOE should not pursue this sole source procurement with Bloomberg Finance L.P., then interested parties may submit a capability statement, which shall be considered by the agency NO LATER THAN May 30, 2025, by 8:00 A.M. (Eastern Daylight Time) to the Contracting Specialist and reference the subject title. The written response must include a general statement for services indicated in this announcement and past performance client information for similar work.
A determination by the Government to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct this requirement competitively in the future. The Government will not be responsible for reimbursement of any costs incurred by interested parties in response to this Notice.
