In 2014, SPAWARSYSCEN Atlantic was certified by the National Security Agency (NSA), and accredited by the United States Strategic Command (USSTRATCOM) as a DoD Cyber Red Team. The term Cyber Red Team is used to encompass a single certified and accredited entity exclusive to SPAWARSYSCEN Atlantic (herein referred to as "SPAWAR Atlantic Cyber Red Team"). The proposed procurement will provide engineering, software development, and subject matter expert (SME) operational support services to assist the accredited SPAWAR Atlantic Cyber Red Team in conducting adversarial operations and assessments against DoD networks. The engineering and SME operational support services to be procured under this contract shall assist the SPAWAR Atlantic Cyber Red Team in assessing the network and system security posture of DoD sites, both onsite and via remote assessments. In addition, the SME operational support shall assist the Government with the development and/or update of software tools used to conduct and manage the SPAWAR Atlantic Cyber Red Team operations and testing. The place of performance is worldwide including all SPAWARSYSCEN Atlantic locations and U.S. military stations throughout the Contiguous United States (CONUS) and Outside the Contiguous United States (OCONUS).
