Questions shall be submitted via e-mail to lacey.flint@navy.mil. --------------------------------------------------------------------------------------------------- 6/21/2018 - Pre-Solicitation Notice REFERENCE NUMBER: N65236-16-R-0032 Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic is responsible for providing Information Assurance (IA), Cyber Defense, Cyber Systems Security and Network Infrastructure Program Management. In 2014, SPAWARSYSCEN Atlantic was certified by the National Security Agency (NSA), and accredited by the United States Strategic Command (USSTRATCOM) as a DoD Cyber Red Team. The term Cyber Red Team is used to encompass a single certified and accredited entity exclusive to SPAWARSYSCEN Atlantic (herein referred to as "SPAWAR Atlantic Cyber Red Team"). The proposed procurement will provide engineering, software development, and subject matter expert (SME) operational support services to assist the accredited SPAWAR Atlantic Cyber Red Team in conducting adversarial operations and assessments against DoD networks. The engineering and SME operational support services to be procured under this contract shall assist the SPAWAR Atlantic Cyber Red Team in assessing the network and system security posture of DoD sites, both onsite and via remote assessments. In addition, the SME operational support shall assist the Government with the development and/or update of software tools used to conduct and manage the SPAWAR Atlantic Cyber Red Team operations and testing. The place of performance is worldwide including all SPAWARSYSCEN Atlantic locations and U.S. military stations throughout the Contiguous United States (CONUS) and Outside the Contiguous United States (OCONUS). This is a pre-solicitation notice, and the Government anticipates that a formal solicitation will be issued in July 2018 under full and open competition after exclusion of sources, as a Service Disabled Veteran Owned Small Business (SDVOSB) set aside. The Government anticipates award of a single-award, indefinitely delivery, indefinite quantity (IDIQ), performance based contract with provisions for Cost-Plus-Fixed-Fee (CPFF) orders. The period of performance includes a five-year base ordering period with an option for one six-month ordering period. The NAICS code for this effort is 541519, and size standard is $27.5 Million. This notice of intent is NOT a request for competitive proposals. SPAWARSYSCEN Atlantic is seeking capability statements which identify vendor's current capabilities to perform/execute the requirements summarized in the attached Sources Sought Synopsis and detailed in the attached draft Performance Work Statement (PWS).
