Background
The Department of the Interior, Interior Business Center, Acquisitions Services Directorate, on behalf of the Department of the Interior, Bureau of Land Management is releasing this Request for Information (RFI) to seek feedback from industry to assist the Government in the development of an acquisition strategy for a requirement, Mission Support Services. The Bureau of Land Management (BLM), Information Management & Technology (IMT) Directorate has a vision to establish a commitment to excellence in delivering quality IT services and systems to its customers the first time, every time. The IMT supports the BLM's mission by providing collaborative technical leadership, guidance, application development, engineering, and enterprise administration of BLM IT infrastructure to the whole of BLM inclusive of state offices, field offices, national centers, interagency partnerships, and the Washington Office. The Directorate emphasizes the application of IT to meet specific business processes to improve public service, enhance employee productivity, and improve data quality. The Directorate’s intent and commitment is to support the BLM with superior information systems and processes that help serve customers better.

Work Details
The RFI is seeking feedback from industry to assist in improving requirements documents and in developing an acquisition strategy and resulting solicitation for Mission Support Services (MSS). The work shall include software development, integration, test, maintenance, audit support, system analysis, business analysis, impact analysis, documentation, reports, training, and progress monitoring using reporting procedures and measures of performance best practices of the IT industry. The goal is to implement applications utilizing Agile processes that achieve results through continuous capability enhancements, minimal downtime, prompt response to emerging needs, demonstrated reliability, and optimized performance with resource utilization minimized.
The RFI outlines detailed requirements for Application Development; Operations & Maintenance (O&M) Services; Application Training and Help Desk Operations; Project Forecasting and Planning; Security and Quality Control; Systems Engineering Support; Geospatial Technology; and Miscellaneous Technical Services.
