MARKET SURVEY: NAVFAC Enterprise Business Systems (EBS) Support Services

This is a market survey/sources sought synopsis for Enterprise Business Systems (EBS) Support Services REFERENCE NUMBER: N39430-17-R-1909 The Naval Facilities Engineering Command (NAVFACENGCOM), Command Information Officer (CIO) is soliciting information from potential 8(a) sources to provide functional and technical programmatic support utilizing a range of technologies including: web-based, client-server and hybrid applications; data warehouse tools; and portal and java applets. The objective of this project is to provide full IT life cycle support, including requirements definition, design, deployment and management of NAVFAC TMs enterprise business systems, covering the integration of NAVFACs core facilities management, construction management, and installation management systems in a fashion that will effectively and efficiently enable end-to-end facilities management. In addition, functional operation support and application administration of application tier software is required. A copy of the Draft SOW/PWS is provided as Enclosure (A) and the list of NAVFAC TMs Enterprise Business Systems is provided in Attachment (1). Firms are invited to submit the appropriate documentation, literature, brochures, and references necessary to support that they possess the required capabilities necessary to meet or exceed the stated requirements. There is a page limit of 10 pages (not including brochures) on data submitted. Responses shall be submitted to NAVFAC EXWC via e-mail to Patrick Pascua, Lead Contract Specialist at patrick.pascua @navy.mil. Capability Responses must include all of the following information: (1) Name and address of firm; (2) Size of business, including; total annual revenue, by year, for the past three years and number of employees; (3) Ownership, including whether: Small Disadvantaged, 8(a), Women-Owned, HUBZone, Veteran Owned and/or Service Disabled Veteran-Owned Business; (4) Number or years in business; (5) Two points of contact, including: name, title, phone, fax, and e-mail address; (6) CAGE and DUNS Number; (7) affiliate information, including parent corporation, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); (8) The percentage of work your company can perform with respect to the stated requirements (see Enclosure B). Note: Do not include any documentation or percentages for any company other than your own. This is an analysis of your company TMs abilities of what it can or cannot perform; (9) Statement that the contractor has or does not have an approved accounting system in accordance with DFARS Clause 252.242-7006 (Accounting System Administration); (10) (List any other information pertinent to establishing capabilities.) The anticipated NAICS code for this requirement is 541512 (Computer Systems Design Services) size standard of $27.5 Million. We anticipate this being a 100% 8(a) Set-Aside contract for a base year and four one-year option periods. This is a follow-on procurement for Contract Number N39430-13-D-1231, and the incumbent contractor is Vsovit LLC. Please reference no. N39430-17-R-1909 when responding to this Market Survey. Within a reasonable time for evaluation of responses NAVFAC EXWC will post the procurement decision on FEDBIZOPS in the form of a pre-solicitation synopsis for the pending procurement.
