Linkage, Review, and Cloud Support Services for National Institute on Aging (NI

Background
This justification is issued by the Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), Division 2, Branch 1, in support of the Health and Human Services (HHS), National Institutes of Health (NIH), National Institute on Aging (NIA), Division of Behavioral and Social Research (BSR).

The purpose is to maintain continuity of the NIA Linkage program while a new competitively awarded cloud-based contract is finalized. The NIA Linkage program provides access to Centers for Medicare & Medicaid Services data for over 1,150 researchers working on Alzheimer’s and other chronic conditions.

Work Details
The contractor, Acumen LLC, will provide Linkage, Review, and Cloud Support Services to support the NIA Linkage program. Specific tasks include:
- Obtaining CMS files and linking them with NIA-funded studies;
- Reviewing researcher data-use requests for compliance;
- Managing controlled access to sensitive data;
- Operating a secure data enclave compliant with FISMA standards;
- Providing secure researcher access via Desktop-as-a-Service;
- Offering technical assistance to researchers;
- Maintaining program information on NIA’s public-facing website.

This short-term contract is essential to avoid service disruption while transitioning to a new contractor.

Period of Performance
The contract will have a base period of 6 months with two optional extensions of 3 months each, totaling a maximum performance period of 12 months.

Place of Performance
The services will be performed at Acumen LLC's location in Burlingame, CA.
