Provides geospatial support to help ONRR configure changes to ESRI software through a pro-active approach that emphasizes system design and development best practices.
This is an INTENT TO SOLE SOURCE NOTICE only.
The U.S. Department of the Interior, Interior Business Center, Acquisition Services Directorate, intends to issue a sole-source General Services Administration(GSA) Federal Supply Schedule (FSS) firm fixed price task order under the authority of FAR 8.405-6(a)(1)(i)B - Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized, to Environmental Systems Research Institute, Inc. (Esri) Inc., 380 New York Street, Redlands, California 92373-8118. Services will be from 07/19/2023 through 07/18/2024 with four (4) twelve (12) month option periods under NAICS 541519. Clause 52.217-8, Option to Extend Services, and Clause 52.217-9, Option to Extend the Term of the Contract, applies. The vendor shall provide (ESS001) Esri Enablement Support Services (ESS) and (EAP200) Esri ArcGIS Advantage Program (EEAP) - Advisor Services to the Office of Market & Spatial Analytics, Office of Natural Resources Revenue.

Interested parties may express their interest by providing a capabilities statement not later than 05/16/2023 at 1:00 PM Eastern, to the contracting officer, Shanda_georg@ibc.doi.gov. When responding to this announcement, respondents should indicate in the subject line of the email: Notice of Intent - 140D0423Q0653. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. Responding as an interested party under the SAM.gov website does not constitute convincing evidence of capabilities. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal and facsimile responses are not acceptable and will not be considered. All interested parties are reminded to be registered with the System for Award Management (SAM) at https://sam.gov/SAM/ in order to be eligible for award of Government contracts. If after May 16, 2023; 1 PM Eastern, no viable responses have been received in response to this announcement, AQD shall negotiate solely with Esri, Inc.
