The Office of Personnel Management in Washington, D.C. will be issuing a Request for Proposal (RFP) that will lead to the establishment of multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts for online training, products and services in support of the OPM E-Training Initiative's GoLearn program. GoLearn is responsible for providing the full spectrum of web-based human capital performance (e-HCP) tools and the full range of web-based training content, including academic, technical, executive and organizational development courses to federal employees. The purpose of the IDIQ is to obtain online training services, web-based Human Capital Performance tools, educational instruction and the supporting technology and services needed to enable government employees to achieve training and educational goals. The contractors will be responsible for providing services associated with one or more of the following Specialized Technical Areas (STA): (1) Learning Management Systems; (2) Training Content Cots Courseware; (3) Collaboration Tools and Human Capital Performance Applications; Integration; (4) Implementation, Customization And Integration Support Services; (5) Consulting And Transformational Change Management; (6) Academic Licensing, Credentials, And Online Degrees; and (7) GoLearn Staff Support. The IDIQ will have a performance period that includes a base year plus four one year option periods. The RFP will be available exclusively for download electronically no less than fifteen (15) days after the date of this posting through the Federal Government's procurement Website (http://www.fbo.gov). STAs 1 and 7 will be set aside totally for small business. The NAICS code for STA 1 is 541511 (Custom Computer Programming Services). For this STA a company is considered small if it has gross average annual receipts for the proceeding three years of less than $21 million. The NAICS code for STA 7 is 541611 (Administrative Management and General Management Consulting Services). For this STA a company is considered small if it has gross average annual receipts for the proceeding three years of less than $6.0 million. All responsible small businesses may submit an offer that will be considered for STAs 1 and 7. The remaining STAs will be subject to a Small Business Reserve (SBR). The NAICS codes for the remaining STAs are as follows: STA 2 (20% SBR) and STA 3 (50% SBR) NAICS Code 541511: Custom Computer Programming Services Professional -- For STA 2 and 3 a company is considered small if it has gross average annual receipts for the proceeding three years of less than $21 million; STA 4 (50% SBR) NAICS Code 541512: Computer Systems Design Services -- For this STA a company is considered small if it has gross average annual receipts for the proceeding three years of less than $21 million; STA 5 (50% SBR) NAICS Code 541611: Administrative Management and General Management Consulting Services -- For this STA a company is considered small if it has gross average annual receipts for the proceeding three years of less than $6.0 million; STA 6 (50% SBR) NAICS Code 611310: Colleges, Universities, and Professional Schools -- For this STA a company is considered small if it has gross average annual receipts for the proceeding three years of less than $6.0 million.
