eTextbooks/Textbook Services
Background
The Department of the Interior (DOI), Bureau of Indian Education (BIE) is seeking to award a contract for eTextbook and textbook services to support the educational needs of students at Haskell Indian Nations University (HINU) located in Lawrence, Kansas.

The university's Tommaney Library aims to provide academic library services, including access to both physical and digital resources. The goal of this contract is to enhance student learning by allowing them to select textbooks in various formats, including print and eBooks, thereby accommodating individual learning preferences and improving access to educational materials.

Work Details
The contractor will be responsible for the following tasks:
1. Build an online bookstore for students to select course materials in all available formats: eBook, new, used, or rental.
2. Ship textbooks directly to students either on campus or at their residences.
3. Provide online access to shipping and usage services.
4. Accept orders through an online platform and by phone.
5. Offer customer support and technical services.
6. Provide marketing for the bookstore.
7. Ensure free expedited shipping from eCampus to the library and free standard shipping to students' residences, with an option for a $5 expedited shipping upgrade for home deliveries.
8. Supply training and equipment for library staff regarding distribution and returns of textbooks.

Period of Performance
Base Year: August 1, 2025 – July 31, 2026; Option Year 1: August 1, 2026 – July 31, 2027; Option Year 2: August 1, 2027 – July 31, 2028; Option Year 3: August 1, 2028 – July 31, 2029; Option Year 4: August 1, 2029 – July 31, 2030.

Place of Performance
The contract will be performed primarily at Haskell Indian Nations University in Lawrence, Kansas.
