Description

This is a brand name justification for the Department of the Interior (DOI) Office of Human Capital (OHC) Salesforce Organization Operations & Maintenance Request for Quote (RFQ) 140D0425Q0738.
Background
This document serves as a Brand Name Justification for an Exception to Fair Opportunity for the Department of the Interior (DOI), specifically the Interior Business Center (IBC), Acquisition Services Directorate (AQD), Division 1, Branch 4, on behalf of the DOI Office of Human Capital (OHC).

The justification supports a follow-on requirement to contract D13PC00029, task order 140D0418F0366, which pertains to professional services and Salesforce licensing necessary for the operation and maintenance of three critical applications: Interior-Management Accountability & Reporting (I-MART), Executive Review Board (ERB) Request Tracking, and Retirement Tracking System (RTS). The OHC has an ongoing need for these licenses to ensure continuity of services.

Work Details
The contract will provide support services and Salesforce licenses essential for operating and maintaining the I-MART, ERB, and RTS applications.

The I-MART application is utilized by HR Employee and Labor Relations staff and Servicing Personnel Offices (SPOs) to manage various employee and labor relations cases. The ERB Request Tracking application aids the Executive Resources team in managing requests related to position establishment, reassignment, recruitment, and selection. The RTS assists the Retirement team in handling retirement requests and inquiries regarding DOI retirement plans.

All three applications have undergone extensive customization to meet federal operational requirements, making them integral to DOI's management processes. Transitioning away from Salesforce would result in significant resource expenditure and service disruption due to the proprietary nature of these applications.

Period of Performance
The procurement specifically requests a six-month base period with an optional six-month extension for continued access to Salesforce licenses.

Place of Performance
The work will be performed under the auspices of the Department of the Interior located in Washington, DC.
