Description

This is a brand name justification for the Department of the Interior (DOI) Office of Hearings and Appeals (OHA) Bison File & Serve (BFS) System Sustainment and Modernization Request for Quote (RFQ) 140D0425Q0566.
Background
The Department of the Interior (DOI), through its Interior Business Center (IBC) and Acquisition Services Directorate (AQD), is issuing a Brand Name Justification for an Exception to Fair Opportunity for the Office of Hearings and Appeals (OHA). This justification supports a follow-on requirement for licensing and support of the Bison File & Serve (BFS) system, which is built on the Tyler Application Platform (TAP). The OHA has an ongoing need for this support to ensure continuity of services.

Work Details
The BFS system, operational since October 2024, facilitates electronic filing and service of documents across all OHA units. It serves as a secure platform for public and departmental use, critical to OHA's mission of conducting hearings and deciding appeals. The acquisition aims to ensure continuous operation and modernization of the BFS system while maintaining its capabilities. Required services include:
- Continued annual license support and maintenance for 25 concurrent users across various modules including Entellitrak Professional Edition SaaS, Report Builder SaaS, Help Module SaaS, eFile SaaS, and Document Management Module SaaS.
- Incremental enhancements to meet evolving operational demands and technological advancements.

Period of Performance
The anticipated period of performance includes a 12-month base period with four 12-month option periods, covering from September 22, 2025, to September 21, 2030.

Place of Performance
