DOI FCHS2 JEFO for USACE CWBI/IGP Cloud Services

Background
This justification is for an Exception to Fair Opportunity applicable to the Department of the Interior (DOI), specifically through the Interior Business Center (IBC) on behalf of the United States Army Corps of Engineers (USACE). The purpose of this contract is to support a follow-on requirement for specific brand name software licenses essential for maintaining the USACE Civil Works Business Intelligence (CWBI) and Installation Geospatial Platform (IGP) cloud environments.

Work Details
The contract includes the provision of software licenses, technical support, and integration services necessary for the continued operation of critical data and systems. The required brand name licenses include:

- GitHub Enterprise (150 licenses)
- Tableau Creator (4 licenses)
- Tableau Viewer (100 licenses)
- ArcGIS Desktop Advanced Single Use (1 license)
- ArcGIS Enterprise Advanced (up to 1 license)
- ArcGIS GIS Server Standard (up to 2 licenses)
- Voyager Server Pro Maintenance (1 license)
- Juniper vSRX Standard with Content Security + Software Support Subscription License (1 license).

These solutions are vital for geospatial data management, spatial analysis, and mapping solutions within the existing enterprise geospatial platform developed by CWBI and IGP.

Period of Performance
The anticipated period of performance is a 12-month base period with four 12-month option periods, covering from July 24, 2025, to July 23, 2030.

Place of Performance
The contract will be performed under the DOI Foundation Cloud Hosting Services 2 (FCHS2) Indefinite Delivery/Indefinite Quantity contracts.
