The Department of the Interior (DOI), specifically the Appraisal and Valuation Services Office (AVSO), is seeking to continue its use of Salesforce and DocuSign licenses as part of its Appraisal and Valuation Information System (AVIS).

This justification outlines the need for these brand-name products to support ongoing operations and maintenance in a secure environment that handles Personally Identifiable Information (PII). The initiative aims to ensure uninterrupted services while complying with federal regulations.

Work Details
The contract will provide support services and licenses for Salesforce and DocuSign, which are critical for case management, system integrations, electronic records management, and document generation.

Key tasks include:
- Basic Operations and Maintenance (O&M) support for AVIS.
- Configuration enhancements as new functionalities become available or business processes evolve.
- Periodic professional support services to address compliance audit findings or reauthorization of the Authority to Operate (ATO).
- Management of user accounts through the AVIS Helpdesk, providing tier 1 support and escalating issues as necessary.
- Maintenance of over 200k case records with significant data storage needs across multiple environments including production, development, and testing.

Period of Performance
The contract will be executed in two six-month increments for the base period followed by two 12-month option periods.
