The opportunity is for the provision of Cyberspace Operations Forces (COF) and support services in support of the United States Transportation Command (USTRANSCOM). The purpose of this contract is to provide cybersecurity defense for the USTRANSCOM enterprise, including Security Operations Management/Cybersecurity Service Provider (CSSP) services for on-premises and cloud environments. The contractor will be responsible for tasks such as cybersecurity boundary defense, infrastructure support, intrusion detection monitoring and incident management, cyber threat analysis, security solution administration, cybersecurity forensic analysis, and continuous improvement and optimization. The contract will have a transition period from June 1, 2022, to June 30, 2022, followed by a base period from July 1, 2022, to July 31, 2022. The primary place of performance is at Scott Air Force Base in Illinois.

The contract will be managed by the United States Transportation Command (USTRANSCOM) and its Directorate of Command, Control, Communications & Cyber Systems. USTRANSCOM is one of the 11 Unified Combatant Commands and provides command and control for the transportation, distribution, and sustainment of personnel and assets. The Cyberspace Operations Forces (COF) mission is to provide DODIN Operations, defensive cyber operations-internal defensive measures, and overall cyberspace operations in support of USTRANSCOM network systems and missions.

The contractor will be responsible for delivering COF services to USTRANSCOM users within agreed service levels and achieving continual cybersecurity improvements. The contract will require coordination with Government management personnel, staffing of all tasks, work standards enforcement, schedule assignment, work discrepancy review, policy communication to subordinates, and other program management activities. The contractor will also be required to submit a Contract Management Plan within 15 business days of contract award and provide monthly status reports detailing accomplishments, projects, and issues. The contract will have a period of performance from June 1, 2022, to September 30, 2026, with option periods for subsequent years. The place of performance will primarily be at Scott Air Force Base in Illinois.
