Description

The U.S. Department of State (DOS), Office of Acquisition Management, Worldwide Division, Information Management Branch (AQM/WWD/IM) is issuing this competitive RFQ to solicit contractors who hold a GSA Information Technology Service, Multiple Award Schedule (MAS) contract, with category/SIN 54151HACS, Highly Adaptive Cybersecurity Services (HACS). DOS is conducting this best value acquisition in accordance with Federal Acquisition Regulation (FAR) Subpart 8.4, Feral Supply Schedules. This requirement is being solicited only from small business firms, who have a GSA Information Technology Service, Multiple Award Schedule (MAS) contract, with category/SIN 54151HACS, Highly Adaptive Cybersecurity Services (HACS); and a Top Secret facility clearance. Approximately five BPAs, and, three calls will result from this RFQ. Quoters are required to submit a quote for the BPA, and for at least one call. Only quoters that have been first selected for a BPA award will be considered for call awards. In order to obtain broader capability through its contractors, DOS intends to award BPA awardees with no more than one of the calls being competed under the RFQ. The Government estimates, but does not guarantee, that the volume of purchases through this agreement will be approximately $20,000,000/ annually (on average). There are separate factors that must be addressed for the BPA award and call awards, and while the factors for each call award are the same, DOS expects that unique technical quotations will address each call. Once a quoter has determined that it intends to submit a quotation, it shall immediately contact DOS by emailing Mr. Thuman at ThumanWG@state.gov and shall assure that the email has been received by obtaining a response. Quoters that email their intent to submit a quotation must be eligible for award under their GSA Information Technology Service, Multiple Award Schedule (MAS) contract, with category/SIN 54151HACS, Highly Adaptive Cybersecurity Services (HACS); and must have a Top Secret facility security clearance. Quotes are due no later than 5:00 P.M (Eastern Time), August 11, 2020. Submissions shall be made via email to Glenn Thuman (acquisition consultant contractor) at ThumanWG@state.gov . Failure to submit a response by the time and date established may result in the quote not being considered. Quotes submitted on GSA eBUY shall not be considered. Contractors shall notify Mr. Thuman via the above email address of their intent to submit a proposal as soon as possible. NOTE: Contractors must contact Mr. Thuman via email within one business day of submitting a quote to confirm Government receipt of a quotation package. Due to email and server limitations, please limit the size of each email to no more than 3 MB. By submitting quotes, contractors agree to comply with all terms and conditions as set forth in this solicitation/request for quotation, including the Statements of Work (SOWs). Please submit any questions regarding this requirement immediately via email but no later than 5:00 P.M, July 27, 2020 to ThumanWG@state.gov . Quoters may contact Mr. Thuman while preparing a quote to obtain clarification of the statement of work or for other information needed to prepare a quote. We will provide pertinent information in that regard to Quoters, as appropriate. See the RFQ (attached) for complete quotation requirements. The official price worksheets afre provied in PDF.
