The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to award a competitive Cost Plus Fixed Fee contract for contractor support services for Cyber Resilient and Full Spectrum Cyber Warfighting Capabilities.

Period of performance for this contract will be a five (5) year contract which includes a twelve (12) month base period with four (4) separate twelve (12) month option periods, with an additional option to extend an additional six (6) months. This procurement will be competed amongst small business Cyber Basic Ordering Agreement (BOA) holders in pools five (5) and six (6). Only current small business Cyber BOA holders, under pools five (5) and six(6) will be able to compete for this requirement. The solicitation will be sent directly to these BOA holders. The BOAs were issued under solicitation N68335-16-R-0075. This procurement is a small business set-aside. The NAVAIR Office of Small Business Programs concurs. The NAICS code is 541715.

All responsible sources, who have not currently submitted for a Cyber BOA, will be able to submit an Experience Statement for consideration in response to an upcoming notice posted on Fedbizops if they would like to compete in future Cyber requirements.

Work Details
The contract will involve providing contractor support services for Cyber Resilient and Full Spectrum Cyber Warfighting Capabilities. The work includes system definition, architecture development, risk assessments & assessment methods, cyber workforce training, cyber penetration testing & penetration tool development, protection solutions & systems integration services, and full spectrum operational cyber warfare support.
