The IRS, Office of Information Technology Acquisitions (OITA), intends to negotiate a sole source contract for maintenance of the Office of Chief Counsel's CYA Software to Enchoice, Inc., located at 9280 S. Kyrene Road, #101 Tempe, AZ 85284. The IRS Office of Chief Counsel uses the CYA Software (which includes SmartRecovery, HOTbackup, and Connecter Software) in support of its Electronic Tax Court System (eTCS). The eTCS is a time sensitive Chief Counsel US Tax Court requirement. CYA Software, by Enchoice Inc., helps to prevent production data loss by backing up and restoring the system application on a continual basis. This software is also required for backup and recovery in case of a disaster.

This action will result in a Firm Fixed Priced contract.

Interested persons may identify their interest and capability to respond to the requirement. This is a notice of intent to award using other than full and open competition (Ref, FAR 6.302-1) and should not be considered a request for competitive proposals. NO SOLICITATION DOCUMENT IS AVAILABLE. A request for more information or a copy of the solicitation will not be considered a response. Telephone inquiries will NOT be accepted. Responses to this notice must be emailed to Mr. Rene Richards at rene.a.richards@irs.gov. All information submitted must support the offeror's capability to provide all required maintenance and shall be furnished at no cost or obligation to the Government. Responses must be in writing and provide clear and concise documentation indicating an offeror's bona fide capability to provide these services. Responses received no later than 5:00 p.m. Eastern Standard Time (EST) on September 28, 2016, will be considered by the Government. Verbal responses are not acceptable and will not be considered. Timely responses received as a result of this notice shall be considered solely for the purpose of determining whether to conduct a competitive requirement. Responses will NOT be considered as either proposals or bids. A determination by the Government not to open this requirement to competition, based upon any written responses to this notice, is solely within the discretion of the Government.
