Subject: Customs Broker Services

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is under Full and Open Competition under NAICS code 488510. An Offeror's submission of a quote does not constitute a contract or authorize work to begin. This document is not legally binding and does not commit the US Government in any way.

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03 and Defense Federal Acquisition Regulations Supplement Publication Notice (DPN) 20250117.

In accordance with the PWS - United States Marine Corps (USMC) is requesting to employ a customs broker to coordinate through Australian Border Force Customs and with arriving and departing United States military forces. The Customs Broker services will include all documentation for the cargo to enter and depart the country of Australia.

Background
The United States Marine Corps (USMC) is seeking to employ a customs broker to facilitate coordination with the Australian Border Force Customs for the arrival and departure of United States military forces. The goal of this contract is to ensure that all necessary documentation for cargo entering and departing Australia is handled efficiently and in compliance with local regulations.

Work Details
The contractor will provide Customs Broker services, which include: handling customs clearance, coordination of agricultural inspection fees, and any required fees associated with ensuring all equipment is cleared through customs.

The services must comply with the attached Performance Work Statement (PWS). The locations for service include Sydney Port, Rockhampton, and RAAF Darwin in Australia. The contract will be awarded on a Firm-Fixed Price basis covering all costs associated with Customs Clearance.

Place of Performance
Services will be performed at multiple ports in Australia, specifically Sydney Port, Rockhampton, and RAAF Darwin.
