Description

2.1.1. The purpose of this document is to provide the necessary requirements to procure automated electronic fingerprint services for all CBP employees, contractors, consultants, and applicants (hereafter referred to as candidates ).
2.1.2. The Contractor shall provide all fingerprinting facilities, all fingerprinting personnel, electronic communications of all fingerprint data, and all equipment necessary for completing an automated electronic fingerprint process.
2.1.3. The Contractor shall provide the following services in compliance with this Statement of Work (SOW):
2.1.3.1. Provide a means to schedule all participants for fingerprinting in coordination with the Hiring Center (HC), the Office of Professional Responsibility (OPR) / Personnel Security Division (PSD), and the Office of Information and Technology (OIT) / Workforce Management Division (WMD) as requested by the Contracting Officer's Representative (COR).
2.1.3.2. Provide an automated self-scheduling capability to allow candidates to elect date, time and location for the electronic collection of their fingerprints.
2.1.3.3. Capture the electronic fingerprints for all CBP candidates requiring fingerprints as part of their background investigation NAC requirements.
2.1.3.4. Maintain a web-based data system, accessible remotely by CBP personnel per the Web Services and reporting requirements in this SOW.
2.1.3.5. Ensure any and all data that is collected, generated, and/or tracked in the vendor system must be exposed for integration via web service(s) and are to include relationship and unique identifiers.
2.1.3.6. Provide all trained personnel to administer fingerprint functions at facilities nationwide as specified in this SOW. The Contractor shall provide the fingerprinting sites in each of the forty-eight (48) continental United States as well as Alaska, Hawaii, Washington, D.C., Puerto Rico, the U.S. Virgin Islands, Guam, and Saipan.
2.1.3.7. The services under this contract are subject to the needs of the Government and to the availability of funds; the volume of electronic fingerprints ordered is contingent upon the number of new hires approved by Congress, current CBP employees (i.e. periodic investigations), contractors requiring reinvestigations, and specific hiring requirements. CBP shall make a good faith effort to keep the Contractor informed of anticipated or impending needs for services. The volume of requests sent by CBP to the Contractor shall vary widely by day CBP may send up to several thousand requests in one day which shall be completed within the timelines specified in this SOW.
2.1.4. The vendor must provide a testing environment that mimics the current production environment. CBP will be going through multiple systems changes and expects additional changes in the near future. These changes must allow CBP to have a testing environment in order to ensure any updates made are functioning correctly with the interfaces prior to deployment.

Background
The Department of Homeland Security, U.S. Customs and Border Protection (CBP), has an anticipated requirement for obtaining Electronic Fingerprinting Services in support of the Office of Human Resources Management (HRM) and other offices.

The goal of this contract is to procure automated electronic fingerprint services for all CBP employees, contractors, consultants, and applicants. This service is essential for fulfilling background investigation requirements as mandated by federal regulations.

Work Details
The Contractor shall provide all necessary facilities, personnel, electronic communications, and equipment to complete an automated electronic fingerprint process. Key tasks include:
1. Scheduling participants for fingerprinting in coordination with various CBP offices;
2. Providing an automated self-scheduling capability for candidates;
3. Capturing electronic fingerprints for candidates requiring background investigations;
4. Maintaining a web-based data system accessible by CBP personnel;
5. Ensuring data collected is integrable via web services;
6. Providing trained personnel at fingerprinting sites across the continental U.S., Alaska, Hawaii, Washington D.C., Puerto Rico, the U.S. Virgin Islands, Guam, and Saipan;
7. Adapting to varying volumes of requests based on government needs;
8. Providing a testing environment that mimics the production environment to accommodate future system changes.

Period of Performance
The Blanket Purchase Agreement (BPA) is estimated to begin on June 24, 2026, and will expire five years later on June 23, 2031.

Place of Performance
The services will be performed at various locations across the continental United States as well as Alaska, Hawaii, Washington D.C., Puerto Rico, the U.S. Virgin Islands, Guam, and Saipan.
