Customer Satisfaction Data Collection and Analysis

Background
The Bureau of Economic Analysis (BEA) is a leading statistical agency that produces economic statistics to help economists, statisticians, and the public understand the national economy's performance.

The BEA website (bea.gov) serves as the official platform for disseminating accurate and timely economic data to policymakers, businesses, researchers, and the public. To ensure that it meets the information needs of its visitors, BEA aims to measure customer satisfaction through surveys, as mandated by Executive Order 13571, which emphasizes the need for competent and responsive service from federal agencies.

Work Details
The contractor will provide customer satisfaction data collection and analysis services for the BEA website. Key tasks include:

1. Designing a customized Data Collection Instrument/Survey that meets stated objectives with a mix of closed and open-ended questions;
2. Developing a sample plan for data collection;
3. Proposing a digital data collection methodology capable of gathering at least 25,000 responses per year;
4. Programming and testing online surveys for accuracy;
5. Ensuring compliance with the Privacy Act of 1974 and Federal Section 508 guidelines;
6. Conducting usability audits of the BEA website;
7. Providing ongoing analysis and recommendations based on survey results;
8. Supporting compliance with FedRAMP requirements.

Period of Performance
The period of performance will be one year from the date of award, with four possible additional option periods of twelve months each.

Place of Performance
The contract will be performed at locations specified by BEA, primarily involving online survey deployment.

Bidder Requirements
Bidders must meet the Small Business Set Aside - Total (SBA) status. They should demonstrate capabilities in survey design, data analysis, and compliance with federal regulations including security clearances as necessary.
