HM Revenue and Customs permit USAFE-UK HNCC/ Transportation & Customs, as owner of the US Visiting Force special format (non-VAT) EORI, to appoint agents for electronic/automated clearance if cargo meets Visiting Forces Relief Customs Procedure Code criteria. The service provider shall comply with the responsibilities and tasks outlined in the PWS.

Background
The contract is issued by HM Revenue and Customs in conjunction with USAFE-UK HNCC/Transportation & Customs. The mission is to facilitate customs clearance services for the United States Visiting Forces in the United Kingdom, ensuring compliance with customs regulations while allowing for exemptions from import duties and VAT.

The goal of the contract is to appoint a service provider who can efficiently manage electronic and automated customs clearance processes for cargo that meets specific criteria.

Work Details
The appointed customs agent (Service Provider) shall:
1. Provide Customs Clearance Services for United States Visiting Forces in the UK and their authorized components within a 3 business day working period.
2. Enter data into HM Revenue and Custom Service (HMRC) Customs Declaration System (CDS) using a Pro-Forma document created by USAFE-UK HNCC/T&C, allowing no more than 3 validated errors within a 30 calendar day period.
3. Maintain access to HMRC customs portals and have a working copy of CDS to enter data provided by USAFE-UK HNCC/T&C.
4. Utilize innovative approaches to perform tasks efficiently, effectively, and at reduced costs while fostering pride in work performed.
5. Suggest amendments to procedures for US Government discussions with HMRC USVF Policy.
6. Provide trained and competent customs service agents who meet USVF customs standards, ensuring compliance with import duty and VAT exemptions, as measured by notifications of cleared cargo without charges for exempt areas.
