This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; electronic quotes are requested.

(i) The Solicitation Number is W15QKN-18-Q-1004. Additional requirements of this solicitation are attached.

(ii) This acquisition is solicited as a total small business set-side. The requirements will be fulfilled using Simplified Acquisition procedures, FAR Subpart 13.5 and FAR Part 12. This associated North American Classification Systems (NAICS) code is 561720 with a size standard of $18,000,000.00. The anticipated award will be a firm-fixed price purchase order.

(iii) Description of services to be acquired:

The U.S. Army Contracting Command - New Jersey proposes to award a single firm-fixed-price purchase order in support of the 99th Regional Support Command for custodial services at the Beaver Falls United States Army Reserve Center (USARC) located at 9060 Marshal Road, Cranberry Township, PA 16066. The acquisition is to provide a clean, attractive workplace that represents the facility in its best appearance to enhance public relations and attractiveness of the facility. The contractor shall provide all personnel, supplies, tools, material, equipment, transportations, fuel and other items necessary to provide custodial services in accordance with the Performance Work Statement.

(iv) Period of Performance: The period of performance for this requirement shall be one 12-month base period and four 12-month option periods from the date of purchase order award.

Inspection and Acceptance: Inspection and Acceptance shall be at Destination. FOB shall be at destination.

(v) The provision at 52.212.1, Instructions to Offeror--Commercial, applies to this acquisition.

(vi) The basis of evaluation will be based on the lowest price technically acceptable. Please review the attached documentation for the details of the basis of evaluation.

(viii) The clause at 52.212-4, Contract Terms and Condition-Commercial Items, applies to this acquisition.

(ix) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, applies to this acquisition.

(x) Site Visits are available upon request. All requests shall be submitted via e-mail to the Contract Specialist, Jasmyne Peterson, e-mail: jasmyne.c.peterson.civ@mail.mil, no later than 10:00 A.M. Eastern Standard Time (EST), on Friday 19 January 2018. Coordination of the site visit shall be between Regional Facilities Operations Specialist (RFOS), Randy Baker, e- mail: randy.a.baker.civ@mail.mil and Contract Specialist, Jasmyne Peterson.
Site Visit Instructions: Potential Quoters shall provide a list of attendees to include company name, visitor names, visitor driver's license number and state of issue, and vehicle information (make/model/license number, if known). Visitors must have driver's license or state issued ID and proof of auto insurance for entry.

(xi) Questions are due no later than 10:00 A.M. EST, Friday, 19 January 2018. The questions will be answered all at once via attachment titled "1004 Questions and Answers" uploaded to the FedBizOpps posting after the question period has closed, unless the Contracting Officer determines otherwise. Quotes are due no later than 10:00 A.M. EST, Wednesday, 24 January 2018 and shall be submitted electronically to: Contract Specialist, James Bond at the following e-mail address: james.w.bond2.civ@mail.mil.
