The purpose of Amendment 1 is to update the Wage Determination and to extend the Offer Due date.

A site visit is scheduled for June 16, 2016 at 10:00am local time. The location of the site visit is IL079, 20610 S. Arsenal Rd., Elwood, IL 60421.

Written questions must be furnished to the Government no later than June 18, 2016 at 4:00pm CST in order to ensure a timely response is provided by the solicitation dosing date.

Telephone, written or electronic requests for hard copies of the solicitation documents will be discouraged. Parties interested in the solicitation should access www.sam.gov for issuance of the solicitation, associated documents, and solicitation amendments; contractors will not be directly notified of solicitation amendments.

Solicitation is for non-personal services. Contractor shall provide all labor, transportation, equipment, materials, supervision, and other items or services necessary to perform Custodial Services at Facility IL079 located in Elwood, IL; in accordance with the performance work statement, task and frequency charts, and the terms and conditions of the solicitation and resultant contract. The contractor will furnish all supplies necessary to fulfill the Performance Work Statement.

The Period of Performance is 28 September 2021 through 27 September 2022 with four, one-year options, and six month option to extend services.

This procurement is Set Aside as 100% Service Disabled Veteran Owned Small Business under the NAICS code 561720 with a size standard of $19.5 Million.

Background
The 88th Army Reserve Readiness Division (RD) of the U.S. Army Reserve, established in 2006 at Fort McCoy, Wisconsin, supports approximately 50,000 Soldiers in 19 states by providing base operations support.
This contract seeks janitorial/custodial services at Army Reserve facility IL079 located at 20610 S. Arsenal Road, Elwood, IL 60421 to maintain a clean, sanitary, neat, and professional appearance.

Work Details
Contractor shall provide all labor, transportation, equipment, materials, supervision, and all items necessary to perform non-personal janitorial/custodial services in accordance with the Performance Work Statement (PWS) and Task and Frequency Charts.
Services include: floor cleaning (sweeping/dust mopping, damp mopping, spray buffing, stripping, waxing, buffing) on VCT tile, ceramic tile, quarry tile, carpet, and athletic flooring; carpet vacuuming and annual shampoo; restroom servicing (toilet bowls, urinals, washbowls, showers, mirrors), floor cleaning, wall/partition cleaning, and trash/recycling removal; annual interior and exterior window cleaning; interior glass cleaning; low and high dusting; removal of trash and recycling; cleaning of fountains, sinks, janitorial closets, entrances, metal surfaces, doors; spot cleaning as required; and annual, semi-annual, and initial custodial cleanup tasks.
Contractor shall furnish all supplies (restroom supplies, trash can liners), tools, chemicals, and UL-approved equipment, and maintain quality control under the Quality Assurance Surveillance Plan.

Period of Performance
28 September 2021 through 27 September 2022 (Base Period), with four 12-month option periods (28 September 2022–27 September 2023; 28 September 2023–27 September 2024; 28 September 2024–27 September 2025; 28 September 2025–27 September 2026) and a six-month extension option.
