The Army Contracting Command - NJ, intends to award a Firm Fixed Price purchase order as a result of the solicitation. Please review the attached Performance Work Statement (PWS) and Site Map for the detailed requirement.

Background
The Army Contracting Command – NJ intends to award a Firm Fixed Price non-personal services contract to provide custodial services in support of the 99th Readiness Division at MAJ David S. Connelly Air Force Readiness Center in Ayer, Massachusetts. The contract is a 100% Small Business Set-Aside.

Work Details
The contractor shall provide all personnel, supervision, tools, materials, equipment, transportation, fuel and supplies necessary to perform Level 2 custodial services in accordance with the Performance Work Statement (PWS) Rev. 5. Services apply to all designated spaces including halls, restrooms, offices, work areas, entrance ways, lobbies, storage areas, drill/assembly halls, auditoriums and stairways per the Custodial Service/Floor Plans. Routine cleaning schedules include: weekly twice-weekly cleaning (CLIN 0001 and options), semi-monthly cleaning (CLIN 0002 and options), monthly cleaning (CLIN 0003 and options), semi-annual cleaning (CLIN 0004 and options) and annual deep cleaning (CLIN 0005 and options).

All pricing is FOB Destination and inclusive of fuel surcharges and any associated fees. The contractor shall maintain an effective quality control plan and comply with the Government’s Quality Assurance Surveillance Plan, using the custodial inspection sheet (Exhibit 2) to document performance. Work shall be conducted 8:00 AM to 4:30 PM Monday–Friday, excluding recognized Federal holidays, and in compliance with all local, state and federal regulations.

Period of Performance
Base period 31 March 2023 to 30 March 2024, plus four 12-month option periods: 31 March 2024–30 March 2025; 31 March 2025–30 March 2026; 31 March 2026–30 March 2027; and 31 March 2027–30 March 2028.

Bidder Requirements
Prime must perform at least 51% of the work.

Offerors must provide CAGE Code, Unique Entity Identifier (UEI), business size certification, a Technical Capability Statement, an insurance certificate meeting federal minimum requirements, and completed SF1449 blocks 17a, 30a, 30b and 30c including acknowledgments of any amendments.
