This is a Request for Quote (RFQ). The government anticipates awarding a firm-fixed price contract resulting from this solicitation. This RFQ is set aside for Service-Disabled Veteran Owned Small Business (SDVOSB).

All respondents must have an active registration in the System for Award Management (SAM) at www.sam.gov and certified in by SBA in Veteran Small Business Certification (VetCert). Interested SDVOSB's must be listed to receive contract awards.

Department of Veterans Affairs, Network Contracting Office 17, is soliciting offers for Emergency Department Mold Remediation. The services will be performed at Central Texas VA Health Care System in Temple, TX in accordance with the Statement of Work (SOW).

Offeror shall submit offers directly via email to Taminie Panich, Contract Specialist, at taminie.panich@va.gov. Subject line of e-mail shall be Quote - 36C25725Q0662 Emergency Department Mold Remediation by 07/09/2025 @ 3:00 P.M. CT.

The Contractor shall visit the site to determine the full extent of the work. Failure to inspect the site will not constitute grounds for a claim after contract award. A site visit is scheduled for June 18, 2025 at 11:00 AM CDT, Building 53 Room 115. Point of contact for the site visit is through Roger Adams, Roger.adams@va.gov and Alfred Stall, Alfred.stall@va.gov.

Background
The Department of Veterans Affairs, Network Contracting Office 17, is soliciting offers for Emergency Department Mold Remediation. This contract aims to ensure a safe and healthy environment in the Central Texas VA Health Care System located in Temple, TX. The goal is to remediate mold contamination in the Emergency Department, thereby supporting the agency's mission to provide high-quality healthcare services to veterans.

Work Details
The contractor shall provide all skilled personnel, services, vehicles, transportation, tools, equipment, materials, supplies, supervision, and any other items necessary to perform and accomplish the mold remediation service. Specific tasks include:

1) Removal and proper disposal of all damaged/contaminated materials including sheetrock, handrails, wall guards, flooring;
2) Cleaning and sanitizing all contaminated areas;
3) Replacement of rusted or damaged metal studs;
4) Installation of mold and moisture-proof drywall in designated areas;
5) Replacement of any wall-mounted equipment as needed;
6) Replacement of flooring with vinyl to match existing conditions;
7) Execution of work in phases:
- Phase 1: removal of contaminated materials;
- Phase 2: mitigation;
- Phase 3: repair of Trauma rooms;
8) Daily cleaning to minimize dust;
9) Compliance with safety regulations including OSHA standards and Infection Control Risk Assessment (ICRA);
10) Coordination with VA representatives regarding site conditions and access.

Period of Performance
The period of performance for this contract is set for a duration of 60 days following the award.

Place of Performance
The work will be performed at the Central Texas Veterans Health Care Facility located at 1901 S. 1st Street, Temple TX 76504.
