INTRODUCTION

In support of the U.S. Army, 99th Readiness Division, the US Army Contracting Command Rock Island at Fort Dix is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement to install facility lightning protection. The intention is to procure this requirement on a competitive basis. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION, and only one award MAY be made. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

SOURCES SOUGHT ANNOUNCEMENT: CSS 99178 INSTALL FACILITY LIGHTNING PROTECTION IS A SOURCES SOUGHT NOTICE AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT. THE SUBMISSION OF THIS INFORMATION IS FOR PLANNING PURPOSES ONLY. IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY SERVICES, NOR IS IT THE INTENT OF THE ARMY CONTRACTING COMMAND- ROCK ISLAND AT FORT DIX TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION (RFI) OR OTHERWISE PAY FOR THE INFORMATION SOUGHT.

1. CONTRACT INFORMATION: ACCRI-DIX-WSD is seeking preliminary marketing information, from capable and reliable sources to gain knowledge of potential qualified small business sources capable of performing all requirements in the SOW of but is not limited to Install Facility Lightning Protection, Morgantown, WV. This is a single requirement. The North American Industry Classification System (NAICS) classified for this effort is 238290: Lightning Protection Equipment Installation. The solicitation will consist of a FIRM-FIXED-PRICE contract for a period of performance that will be 240 Calendar Days from the Notice to Proceed Date to complete ALL TASKS associated with the Specification of Work.

2. PROJECT SCOPE: The contractor shall provide all plant, labor, equipment, tools, materials, supervision and transportation to accomplish the following work which consists of but is not limited to:

Provide and install a complete lightning protection system, (LPS) for the Morgantown USARC located in Morgantown, West Virginia.

The LPS shall include but not limited to:

  • Strike termination devices
  • Interconnecting conductors
  • Grounding systems
  • Interconnection with the existing building grounding systems and surge protection devices
  • Surge Protection Devices at service entrances.

3. SUBMISSION REQUIREMENTS: All interested firms shall submit a Capability Statement and email to tyler.e.behr2.civ@army.mil . Submission shall be received by 10:00 AM, Eastern Daylight Time, 28 August 2026 and shall not exceed four (4) one-sided, 8-1/2 x 11 pages. This request for information is only for market research purposes. This RFI does not constitute a request for proposal nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of response to this notice. All data received in response to this RFI marked or designated as corporate or proprietary will be fully protected from release outside the U.S. Government. No hard-copy or facsimile submissions will be accepted. Cover letters and extraneous materials (brochures, etc.) will be considered. Interested offerors shall address this requirement through this RFI in written format via email to tyler.e.behr2.civ@army.mil. Calls and fax transmittals in response to this RFI will NOT be accepted.
