CSD Program Support Serivces

Background
The justification for exception to fair opportunity is issued by the agency overseeing the Cybersecurity Division (CSD) to ensure continuity of critical mission support services.

The agency's mission involves enhancing cybersecurity measures and supporting the Department's initiatives. The goal of this contract is to maintain high-quality services provided by Deloitte, which has unique qualifications and experience necessary for CSD's operational needs.

Work Details
The contractor, Deloitte, will provide project management support to the Office of Partnership and Engagement (OPE). This includes:

- Building engagement strategies from OPE suboffices to advance the Department’s mission;
- Supporting the Secure by Design initiative which promotes secure software development practices;
- Providing program support and project management activities for the DHS Cybersecurity Talent Management System (CTMS) to modernize federal hiring processes;
- Liaising with federal stakeholders to enhance understanding and use of CTMS.

Deloitte's expertise is critical for ongoing support until a follow-on competitive task order is awarded, ensuring no lapse in service or operational capabilities.
