Background
NAVSUP Fleet Logistics Center San Diego is issuing this solicitation as a total Small Business set-aside for a commercial Firm-Fixed-Price contract to provide contractor support services for the receipt, storage, handling, and issue of cryogenic products (liquid oxygen and liquid nitrogen) to tenant and transient aviation activities.

The goal of the contract is to ensure efficient and safe operations in support of flight operations at various naval installations.

Work Details
The contractor will be responsible for the following tasks:
1. Cryogenic Storage and Distribution Operations: Receipt, storage, handling, and issuing of cryogenic products (LOX, LN2) to authorized customers.
2. Quality Surveillance: Obtain LOX samples and perform quality testing using provided equipment. Maintain logs of samples drawn and tested.
3. Accounting Report: Log receipt and issue of LOX/LN2 products including date, time, quantity, and customer details.
4. Compliance with safety regulations and standards for handling cryogenic materials.
5. Training Plan: Provide training for personnel on safety procedures related to cryogenic services.
6. Accident/Incident Reporting: Report all duty-related accidents or incidents immediately to the COR.
7. Facility Security Plan: Maintain security of cryogenic facilities including contingency procedures for emergencies.

Period of Performance
The period of performance includes a one-year base period followed by four one-year option periods, totaling five years if all options are exercised.

Place of Performance
The contract will be performed at various locations including NAS North Island (San Diego), NAS Pt Mugu, NAF El Centro, NAS Patuxent River, NAWS China Lake, NAS Jacksonville, NAS Fallon, and NAS Lemoore.
