This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested.

The U. S. Army Corps of Engineers, Cold Region Research and Engineer Laboratory (CRREL), Hanover, New Hampshire, is issuing solicitation W913E525RA001 for CRREL Grounds Maintenance Services.

The Government anticipates the award one (1) Firm Fixed Price (FFP) contract to the successful offeror of this requirement. The period of performance will be one Base Year (12 months) with four Option Years plus one (1) six (6) months option.

A site visit is scheduled for 16 July 2025 with a proposal due date on 30 July 2025. See attached solicitation for more details.

This solicitation is set-aside 100% for Small Business. The designated NAICS Code 561730, with a small business size standard of $9,500,000.00.

All prospective contractors must be registered in the System for Award Management (SAM) prior to the proposal due date. Background
The U.S. Army Corps of Engineers, Cold Region Research and Engineer Laboratory (CRREL), located in Hanover, New Hampshire, is issuing solicitation W913E525RA001 for Grounds Maintenance Services. The goal of this contract is to ensure the maintenance of healthy grass, trees, shrubs, and plants while maintaining clear and safe roads and pathways during winter months. This contract is set aside 100% for small businesses.

Work Details
The contractor shall provide all labor, supervision, tools, materials, equipment, and services necessary for grounds maintenance at CRREL. Specific tasks include:
1. **Site Supervisor**: Designate a site supervisor responsible for work execution, safety, quality control, and communication with the Government's Technical Point of Contact (TPOC).
2. **Maintain Grounds**: Perform maintenance from April through October with some activities extending into November. Ensure a clean and professional appearance of the installation.
3. **Mowing of Grounds**: Cut grass on approximately 15 acres; handle clippings appropriately to avoid damage to grass. Maintain grass heights between 1.5 to 3 inches on improved grounds and 2 to 5 inches on semi-improved grounds.
4. **Edging**: Edge sidewalks and driveways monthly; remove vegetation from cracks within specified dimensions.
5. **Trimming**: Trim grass around obstacles to match surrounding heights; repair any damage caused by trimming activities.
6. **Debris Removal**: Conduct litter patrols to maintain cleanliness; remove natural debris weekly from specified areas.
7. **Repair Damaged Areas**: Seed or sod areas damaged by rodents or other factors to ensure uniformity with surrounding areas.
8. **Apply Herbicide**: Use approved herbicides for invasive plants as directed by TPOC.
9. **Leaf Collection**: Collect leaves and debris from improved grounds regularly.

Period of Performance
The period of performance includes one base year (12 months) starting from September 1, 2025, with four option years plus an additional six-month option.

Place of Performance
The contract will be performed at the Cold Regions Research and Engineering Laboratory located at 72 Lyme Road, Hanover, NH.
