Description

The Defense Counterintelligence and Security Agency (DCSA) has a requirement for on-site support services to strategic planning, implementation and execution, CTP strategic and operations field support portfolio and programs. This support will develop CTP strategic planning documents; develop and track CTP metrics; produce internal and external briefings and other publications as required; and provide technical edits to material produced by CTP headquarters (HQ) personnel. The Government intends to issue a single-award task order for commercial services under the GSA OASIS SB Pool I contract using the procedures of FAR 16.505, the GSA OASIS SB master contract and the section herein to the Offeror who represents the best value to the Government. Best value means the expected outcome of an acquisition that, in the Government's evaluation, provides the greatest overall benefit in response to the requirement. Evaluations will be an assessment of the proposal and the Offeror's ability to perform the prospective task order successfully with appropriate consideration given to the three (3) evaluation factors: Technical Capability, Past Performance and Price for the entire period of performance of the awarded contract. The use of this fair opportunity process does not obligate the Government to award to the lowest priced, determine a competitive range, conduct discussions with any Offerors, request proposal revisions, or use any other source selection techniques associated with FAR 15.3. The purchase agency for this opportunity is the Defense Counterintelligence and Security Agency (DCSA). They are purchasing Critical Technology Protection (CTP) support services. The work to be acquired includes providing on-site support services for strategic planning, implementation, and execution of CTP programs. The timeframe of the acquisition is a one-year base period with four one-year option periods and an optional six-month extension. The place of performance is at DCSA facilities, and the contractor will be responsible for providing all necessary personnel, equipment, and supplies to perform the services. This opportunity is a 100% small business set-aside competition using the GSA OASIS SB IDIQ contract vehicle.

This amendment provides additional responses to questions submitted by potential offerors. The response date for proposals has been extended from March 17, 2022, to March 24, 2022, at 12:00 PM EST. The purpose of this amendment is to clarify certain requirements and provide additional information to potential offerors. The amendment also emphasizes that Critical Technology Protection (CTP) will be referred to as Industrial Security throughout the contract. All other terms and conditions of the solicitation remain unchanged.

The scope of work includes providing support professionals trained in security and counterintelligence to assess contractors' dependency on foreign interests, evaluate facility clearances, review security arrangements for classified information transfer, manage special access programs and foreign ownership control or influence databases, and analyze data related to security vulnerability assessment reports. The contractor will also assist in the preparation of policies and directives related to classified information protection. The contractor's performance will be evaluated based on their quality control program and compliance with the government's quality assurance surveillance plan.
