Description

The USPTO is considering transitioning its current emergency management web-based application systems Emergency Notification System (ENS) & Continuity of Operation Planning (COOP) into one inclusive solution.

Background
The US Patent and Trademarks Office (USPTO) is considering transitioning its current emergency management web-based application systems, Emergency Notification System (ENS) & Continuity of Operation Planning (COOP), into one inclusive solution. The systems are maintained under the direction and sponsorship of the USPTO Chief Administrative Services (CAO). The ENS system is currently used by approximately 16,000+ users, who can receive emergency notifications and alerts, and 40+ Operators can send alerts to USPTO employees and support contractors. The COOP system allows approximately 100 business unit COOP representatives to provide and work on various Continuity of Operations (COOP) files. The CAO Program Office manages IT products and provides product management services to plan, implement, and manage systems in the Office of Administrative Services (OAS), Office of Human Resources (OHR), Telework Program Office (TPO), Records and Information Compliance Program Office (RIPCO), and Insider Threat Program.

Work Details
The USPTO is seeking information on market availability, technical characteristics, cost, and functionality of Information Technology (IT) tools, applications or products capable of satisfying the life-cycle technical, functional, operational, and/or capabilities described in this RFI. The objective is to assess vendor(s) capabilities and interest. Review of the responses to the RFI will focus on the offeror’s technical capability to provide a quality solution, corporate experience for same or similar activity with commercial or government agencies, and responsiveness to this RFI.
Vendors are asked to discuss their ability and provide their solutions and business offerings for this requirement as outlined in Section 2. Interested and capable businesses should submit a copy of their company capability statement in response to the RFI.
