Crisis Action Team (CAT) Audio/Visual (A/V) and Security Surveillance System Inspection, Preventive Maintenance, Training, and Service Agreement   2

This notice is a Notice of Intent to Award a Sole-Source Contract (Synopsis) published pursuant to RFO Subpart 5.1 and RFO Part 12. It does not constitute a Request for Quotation (RFQ) or a commitment to issue a competitive solicitation. The Government will not pay for any information submitted in response to this notice.

The Department of the Air Force intends to negotiate and award a sole-source contract to Pavion (formerly CTSI) for a 1-year comprehensive service, maintenance, and training agreement for the 72 ABW Crisis Action Team (CAT) Audio/Visual (A/V) and Video Surveillance Systems at Tinker AFB.

The installed system architecture incorporates custom-compiled control software, uncompiled source code, and integration configurations owned exclusively by Pavion. Market research confirms that Pavion is the only responsible source capable of fulfilling this requirement without causing unrecoverable mission delays, system vulnerabilities, or unacceptable cost duplication due to proprietary software lock-in.

Scope of Work Includes:

Onsite Preventative Maintenance and Training Call: Inspection, firmware updates, minor repairs using technician-stocked parts and cable and system calibration.
- Maintenance Plan: Subsequent annual maintenance covering all parts and labor for all products in the systems (detailed in Attachment 1 of the PWS), regardless of whether originally provided by the installing contractor or by the Government. This includes onsite maintenance, user training, help-desk support, and onsite troubleshooting.
- Emergency and Non-Emergency On-Call Support: On-call troubleshooting and rapid physical response.

Capability Statements / Responses:
This is a non-competitive action; however, any responsible source that believes it can fulfill the requirement without infringing upon proprietary software constraints or causing unacceptable technical risk may submit a Capability Statement (max 5 pages). Submissions must detail company business size/socioeconomic status under NAICS 334310, CAGE code, technical capability/OEM authorization to service this specific A/V configuration, and relevant past performance.
