Background
The Defense Counterintelligence and Security Agency (DCSA), Personnel Vetting (PV), Data Collection and Analysis (DC&A), requires access to international criminal, law enforcement, and public safety records over a secure network. This access is essential for conducting background investigations (BIs) for federal agencies to determine eligibility for classified information access and sensitive duties.

The contract aims to support the Trusted Workforce 2.0 continuous vetting requirements.

Work Details
The contractor, International Justice & Public Safety Network (Nlets), will:
1. Provide data connections to criminal history repositories via Nlets facilities for the exchange of criminal justice-related information between DCSA and Nlets members.
2. Establish connections through the DCSA legacy system in Boyers, PA, and DISA's Defense Enterprise Computing Center in Columbus, OH.
3. Offer technical support and monitoring services including:
a) Network device support and configuration, including IOS upgrades and security patches;
b) Reports on circuit uptime and bandwidth utilization upon request;
c) 24/7 monitoring from the Nlets Network Operations Center;
d) Technical resources as needed to support DCSA's mission.

Period of Performance
The anticipated period of performance is 51 months, from October 1, 2026, to December 31, 2030, which includes one 3-month base period and four 12-month option periods.

Place of Performance
The contract will be performed at locations including Boyers, PA, and Columbus, OH.

Bidder Requirements
Bidders must demonstrate capability to provide primary access to Criminal History Record Information (CHRI). The vendor must be a State or Federal Law Enforcement Agency or have legal access to primary CHRI data. Previous market research indicated that no other vendors could fulfill this requirement.

That award was for obtaining Criminal History Record Information (CHRI) access from multiple U.S. state and federal law enforcement agencies and Interpol, which aligns closely with the current requirement to provide secure network access to international criminal and law enforcement records for background investigations and Trusted Workforce 2.0 continuous vetting. The continued focus on CHRI access through Nlets-type connectivity suggests the new effort may be a continuation or follow-on of the same data-access function.

The Defense Counterintelligence and Security Agency (DCSA), Personnel Vetting (PV), Data Collection and Analysis (DC&A), has a requirement to obtain access to international criminal, law enforcement, and public safety records over a secure network. The secure network must provide access to Criminal History Record Information (CHRI) repositories for multiple law enforcement agencies to include United States local areas, regional areas, States and Territories, Washington D.C., Canada, and if possible, any other relevant area where CHRI searches may need to be conducted. Criminal, law enforcement, and public safety records must be provided in accordance with Federal Investigative Standards (FIS) and 5 U.S. Code 9101- Access to criminal history records for national security and other purposes.

This information is vital to the mission of DCSA in the performance of personnel vetting and conducting background investigations (BI) for the departments and agencies of the Federal Government. BIs are required to determine an individual's eligibility for access to classified information, assignment to or retention in positions with sensitive duties, or other designated duties requiring such investigations as defined by FIS and Trusted Workforce (TW) 2.0 requirements. Additionally, DC&A has a continuing need for this information in support of TW 2.0 continuous vetting requirements.
