NON-COMPETITIVE

INTRODUCTION

PURSUANT TO FAR Subpart 5.2 Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION.

THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL O R OPEN COMPETITION (INCLUDING BRAND-NAME).

The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA) at the National Insitutes of Health (NIH) on behalf of the National Center for Advancing Translational Sciences (NCATS) intends to negotiate and award a purchase order for subscription of Cresset CADD software: FlareTM Free Energy Perturbation Flare FEP, Cresset Engine Broker, Flare Pro+ to: TVAR SOLUTIONS LLC, 1320 Old Chain Bridge Road, Suite 240, McLean, VA 2210.

The Flare Designer software is a proprietary product offered only by Cresset BioMolecular Discovery Ltd. Only Flare Designer software offers and meets all these features needed for NCATS, specifically their patented field technology which uses biological activity rather than chemical similarity as the key descriptor of molecules, to show how compounds interact with protein targets. This is the only modeling software that uses field technology and is needed for the daily work flow at NCATS. Since NCATS already has licensing agreement with Cresset for 2 other programs namely FORGE and SPARK, and it is important to license FLARE as an important add in feature for the current workflow. While Cresset is the manufacturer of the software license, they don't directly sell to consumers. Instead, the sole authorized reseller is TVAR Solutions LLC.

Purpose and Objectives

The purpose of this requirement is to procure a software annual license of Flare FEP, Cresset Engine Broker, Flare Pro+ for NCATS.

Up to 4 weeks from ARO (12 month subscription)

CLOSING STATEMENT

This synopsis is not a request for competitive proposals, however, interested parties may submit a capability statement for consideration.

Responses to this Notice must include clear and convincing evidence of the offeror's capability of fulfilling the requirement.

In addition the Unique Entity Identifier (UEI), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.

Work Details
The National Center for Advancing Translational Sciences (NCATS) Division of Preclinical Innovation (DPI) is in need of an annual license for software that supports scientists worldwide with innovative approaches for early drug discovery research by developing and applying computer-aided design (CAD) solutions. The specific products required include Flare FEP, Cresset Engine Broker, and Flare Pro+. The software assists chemists/informaticians in evaluating new molecular design ideas against biological data from NCATS, fostering innovative SAR insights and lead optimization. It offers a quantitative approach to accurately assess binding affinity, aiding in the ranking of molecules in a ligand series. The vendor shall be responsible to provide the licenses that fulfill specific requirements such as user-friendly interface, preparation of proteins and ligands for FEP experiments, robust ligand pose generation, automated perturbation network creation, network refinement and optimization, and ligand prioritization.
