Description

(1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are requested and a written solicitation will not be issued.
(2) This solicitation/synopsis reference number is W50S6S25Q0011 and is being issued as a Request for Quote (RFQ).
(3) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03, Dated 17 Jan 2025.
(4) This acquisition is 100% Set-Aside for Small Business. The associated NAICS code is 238990 with a $19MIL size standard.
(5) Any offeror/individual desiring to be considered for Blanket Purchase Agreement (BPA) award must submit a completed Attachment 1 - Price List. Vendors shall also submit a capabilities statement/ technical narrative - Refer to Evaluation Sub-factor 2 Technical Capability (RFQ pg. 7).
(6) Refer to the attached RFQ and supplemental attachments for further detail and information.
(7) Proposal Submittal and Inquiries
Any questions must be emailed to the address below no later than Friday, 18 April 2025 by 5:00 PM AZ time. Responses will be posted via an amendment to this solicitation by Wednesday, 23 March 2025 by 5:00 PM AZ time.

Background
This solicitation is issued by the 162nd Wing of the Arizona Air National Guard for a Blanket Purchase Agreement (BPA) for Crash Recovery Crane Services. The purpose of this contract is to ensure the availability of necessary equipment and qualified operators for the recovery of disabled aircraft or equipment, which is critical for the clean-up and investigation of aircraft accidents.

The agency's mission includes maintaining readiness and ensuring operational capability, making this service essential.

Work Details
The contractor shall provide all necessary associated equipment with qualified operators for the recovery of disabled aircraft or equipment. The crane must have a minimum capacity to lift 40,000 pounds at a radius of 35 feet. Additionally, the contractor may be required to provide rental of a 40-foot tractor-trailer with a load capacity of 40,000 pounds and a qualified operator.

Services must be initiated within one hour of notification and will continue until all government assets have been reclaimed. The contractor is responsible for set-up and tear down of their own equipment and must maintain insurance against damage or injury during operations. Operators must hold valid crane operator licenses and provide certification documentation upon request.

Period of Performance
The period of performance is as specified in the Master BPA, with services required on an as-needed basis without a defined frequency.

Place of Performance
Services will primarily be performed at various locations as designated by the 162WG in response to incidents involving disabled aircraft.
