Amendment 1 - Posted answers to vendor questions and Amendment 1 to the SOO.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03.

Award of a contract is contingent upon an agency decision to fund this project. All submissions must indicate pricing is valid through September 30, 2025.

The U.S. Consumer Product Safety Commission (CPSC) intends to implement a hospital data collection pilot program. CPSC reserves the right to award multiple contracts under this solicitation. The services must be provided on a Firm-Fixed basis.

Delivery and acceptance shall be to the CPSC point of contact in accordance with Local Clause 1 A for the delivery of any items to CPSC.

The provision at 52.212-1, Instructions to Offerors-Commercial Items (Sep2023), applies to this acquisition. In addition to the requirements of FAR 52.212-1, the quote must prominently display the offeror's Taxpayer Identification number, CAGE code and UEI number, as well as contact information for the offeror's point of contact for the quote. A valid SAM.gov registration is required for quote submission. Additional instructions to offerors on quote requirements and submission are included in the Statement of Objectives.

Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items (May 2024), if the annual SAM registration has not been completed. If the SAM registration has been completed, Offerors shall only submit paragraph (b) if there are applicable exceptions to the current registration.

The clause at 52.212-4, Contract Terms and Conditions-Commercial Items (Nov 2023), applies to this acquisition.

The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items (Jan 2025), applies to this acquisition. All required clauses have been selected in the Statement of Objectives.

The clause 52.204-7 System for Award Management (Nov 2024),applies to this acquisition.

The clause 52.204-13 System for Award Management Maintenance (OCT 2018), applies to this acquisition.

An Offeror is required to be registered in SAM when submitting an offer or quotation and at time of award (see FAR Provision 52.204-7 System for Award Management and clause 52.204-13, System for Award Management Maintenance for the requirement to be registered in SAM and to maintain an active SAM registration during performance and through final payment). The contractor must submit proof of active SAM registration at time of quote submission.

All additional required clauses, terms and conditions are included in Statement of Objectives.

Background
The U.S. Consumer Product Safety Commission (CPSC) administers various acts related to consumer product safety, including the Consumer Product Safety Act. The primary goal of these acts is to protect the public from unreasonable risks of injury or death associated with consumer products.

CPSC intends to implement a hospital data collection pilot program to enhance its ability to gather timely consumer product injury data from hospital emergency departments, leveraging artificial intelligence and machine learning (AI/ML) for improved analysis and coding of injuries.

Work Details
The contractor will provide services to electronically transmit data on consumer product-related injuries treated in hospital emergency departments. Key tasks include:
1. Delivering timely (within 10 business days) consumer product injury data from hospitals, including demographic information, incident details, and clinical notes.
2. Utilizing existing electronic health records (EHRs) from NEISS hospitals and potentially non-NEISS hospitals to create coded NEISS records.
3. Proposing AI/ML solutions for identifying relevant EHR records and coding NEISS variables.
4. Ensuring that all delivered medical records are machine-readable and complete with essential elements such as treatment date, age, sex of the victim, diagnosis, body parts involved, and clinical notes.
5. Meeting performance objectives related to timeliness and completeness of EHR records delivered.
