The U.S. Department of Labor (DOL) Office of the Assistant Secretary for Administration and Management (OASAM), Office of the Senior Procurement Executive (OSPE) issues Solicitation Number 1605C1-23-Q-00071 for the procurement of Court Reporting, Transcription, and Stenography Services (CRTSS).

The Government anticipates the award of a multiple award Blanket Purchase Agreements (BPA) for Court Reporting Transcription, and Stenography Services (CRTSS) to support the Department throughout the nation.The term of the BPAs will be for five (5), one (1) year Ordering Periods.

This requirement is posted under the North American Industry Classification System (NAICS) Code of 561492-Court Reporting and Stenotype Services. The Small Business Size Standard for NAICS Code 561492 is $19 Million. This is a Total Small Business set-aside.

PROPOSAL SUBMISSION:
Please refer to Solicitation Number 1605C1-23-Q-00071 for all instructions, conditions, notices, and general guidance related to this procurement. Contractors are expected to thoroughly review and comply with the attached solicitation. Failure to do so will be at the Contractor's own risk.

Please note the following due dates related to Solicitation Number 1605C1-23-Q-00071:
1. THE DUE DATE FOR QUESTIONS AND COMMENTS CONCERNING THIS RFP is WEDNESDAY, AUGUST 2, 2023, 5:00 P.M. EST.
2. ALL PROPOSAL VOLUMES MUST BE RECEIVED BY THE GOVERNMENT BY 5:00 P.M. EST ON THURSDAY, AUGUST 24, 2023.

It is the ultimate responsibility of the Contractor to ensure delivery of their proposal and all related documents to the designated point of contact via e-mail on or before the closing date and time.

The solicitation and attachments may be downloaded from the sam.gov website. No paper copy / hard copy of the solicitation will be distributed.

The evaluation factors and their relative importance are stated in Solicitation Number 1605C1-23-Q-00071. Issuance of the solicitation does not constitute an award commitment on the part of the Government, nor does it commit the Government to pay for costs incurred in the preparation and submission of proposals.

Background

Work Details
The U.S. Department of Labor has a requirement for Court Reporting, Transcription, and Stenography Services as outlined in the Performance Work Statement (PWS). The tasks include providing verbatim stenographic reporting services in support of the Office of Administrative Law Judges (OALJ) for a designated region. The Contractor shall furnish such services as required by the OALJ for a region as outlined.
Hearings are scheduled by the OALJ National office as well as eight district offices. The Contractor shall furnish such services in the form of a transcript of these hearings in PDF format where it shall be uploaded through OALJ’s current electronic eFiling and eServing Portal named EFS or other OALJ designated system.
