Court Reporter Services for the Columbia Va Health Care System. Base plus for Option Years.

Background
The Department of Veterans Affairs (VA) is seeking to establish a non-personal performance-based service contract for Court Reporter Services at the Columbia VA Health Care System. The goal of this contract is to provide necessary court reporting services for various legal and administrative proceedings, ensuring accurate documentation and compliance with legal standards.

Work Details
The Contractor shall provide all personnel, equipment, tools, materials, supplies, vehicles, certifications, supervision, and all other technologies and technical services to deliver Court Reporter services upon request. Services may include but are not limited to: Administrative Investigations, Disciplinary Appeals Boards, Equal Employment Opportunity (EEO) hearings, Merit Systems Protection Board (MSPB) hearings, Office of Resolution Management requirements, and any other meetings requiring legal documentation.

The Contractor must ensure that qualified certified Court Reporters are assigned to each administrative process from beginning to end. Court reporters must adhere strictly to the instructions of the presiding official regarding record composition and proceedings. Additionally, hearings must be recorded using electronic recording devices with specific capabilities such as two channels and continuous monitoring. The Contractor is responsible for maintaining audio recordings of testimonies as needed.

Base Year: October 1, 2025 - September 30, 2026; Option Year 1: October 1, 2026 - September 30, 2027; Option Year 2: October 1, 2027 - September 30, 2028; Option Year 3: October 1, 2028 - September 30, 2029; Option Year 4: October 1, 2029 - September 30, 2030.
