DUE TO ERRORS IN SAM, THE QUESTIONS AND ANSWERS ARE POSTED BELOW IN THIS SECTION.

Q1. How many drivers/vehicles are currently used to service the current contract (BPA)?
A1. 4 drivers daily with 2 backups for the route and 1 back up the on calls at night.

Q2. What is the current BPA number for the courier and the incumbent?
A2. The current BPA number for CFI delivery is FA301620A0076.

Q3. Are temperature-controlled deliveries required for all medical specimens, or only specific
categories?

A3. Yes, temperature-controlled deliveries are required for all medical specimens and only
specific items for pharmaceuticals. For Medical records Temperature is not a factor just keeping
them dry and secure.

Q4. Will STAT or after-hours deliveries be part of the scope, and if so, how frequently?
A4. For the Medical records and pharmacy routes they will not have any STAT or after-hours
requirements. For laboratory, yes, they currently request about 10 stat courier picks-up a month
for after-hours/weekend or STAT specimens/Blood units being sent to BAMC.

Q5. Please describe in detail how the proposed phone system can integrate with a third-party
electronic tracking and scanning application used by our medical couriers. Specifically, can it
facilitate real-time data transmission and status updates, and what are the API or SDK
requirements for this integration? Does the log have to be hardcopy or digital?

A5. The laboratory, pharmacy and medical records does not have a need for this system. All
specimens and medications are tracked in MHS Genesis using transfer lists. However, if this is a
system that contractor provides and would need to be installed on any DHA computer, it would
need to be presented through our local system IT office first.

Q6. In reference to the services described in this solicitation, could you please clarify whether
the Government intends to establish a Blanket Purchase Agreement (BPA) pursuant to FAR
13.303, or proceed with a sole source award in accordance with FAR Subpart 6.3?

A6. This will be a Blanket Purchase Agreement.

Q7. What is the current cost?
A7. There is no overall cost, as there are pre-price line items that can be used for different
instances.

Q8. Is there a preferred invoicing cadence (weekly, bi-weekly, monthly)?
A8. We will establish invoicing procedures after award.

Q9. Will subcontractors be permitted under this BPA, and are there specific vetting or
compliance requirements for them?

A9. We will only deal with the Prime, and the only limitation on subcontracting is that a small
business must do at least 51% of the work due to this being a small business set aside. Any
person that needs access to the base will be vetted according to the standards set up by Security
Forces. This includes personnel, vehicles, and equipment.

Q10. 1. In section 8 of the PWS it stated that normal business hours are from 0700 a.m. To 1800
p.m. (or 6:00 p.m.) Monday thru Friday. In section 3.2 Blood, Blood Components, Laboratory
Specimens, Tissue Samples and Diagnostics Imaging Films stop #12 for ASBBC-SA Blood
Donor Center 2430 Ladd St. Blvd.3425 is stating a Saturday pickup and drop off. What are the
clinic hours for this location on the Saturday? Is it normal business hours? The information that
we researched shows this location being closed on Saturdays.

A10. The ASBBC-SA is in office on Saturday between 0700-1900.

Q11. 2. In section 3.1. Medical Records: some stops have specified pickup and drop off days and
others don't. For route planning purposes, Gateway Bulverde Clinic and SAMMC location and
frequency would be "in addition to" the driver's planned route. Do you know the specific day(s)
and frequency for the following locations: (Stop #4) BMT Processing Center (Reid Clinic), (Stop
#5) Gateway Bulverde Clinic, (Stop #9) Randolph AFB OPR, (Stop #10) Randolph AFB Dental
Clinic, (Stop #11) 559th MDS, and (Stop #14) AF STR CTR? If days and frequencies are
unknown at this time would a suggested day in the month (the 15th of each month) be applicable
to these locations which can be agreed upon or established after award?

A11. For the medical records route, the list of stops above are required daily, Monday, Tuesday,
Wednesday, Thursday, and Friday, due to the frequency of records and documents being sent in
and out of these clinics. The laboratory stop #4: M-F, stop #5: M-F and stop #11: M-F.

THE PWS AND PRICING SHEET HAVE BEEN UPDATED AS OF 04 SEPTEMBER 2025

This oppurtunity will be for a Medical Courier BPA which will begin on 01 October 2025 and run through 30 Sep 2030. All interested parties need to provide a technical volume and a past performance volume as a part of their proposal. There is a 20 page limit for each volume, and any pages after 20 will not be considered. In addition to the techincal and past performance volumes, please fill out the pricing document titled "CFI Price List - Blank". All questions will be due by 12:00 PM Central Standard Time on 11 September 2025. The answers will be posted within two business days. All respondants need to respond to both the Contract Specialist, Mr. James Johnson (james.l.johnson280.civ@health.mil) and the Contracting Officer Mr. Joe Wells (joe.d.wells3.civ@health.mil. The Performance Work Statement will be one of the attachments.

Background
The Joint Base San Antonio (JBSA) Medical Centers are seeking a medical courier service to facilitate the transportation of sensitive materials, including laboratory specimens and diagnostic imaging films.

The goal of this contract is to ensure timely and secure delivery of medical items between various military medical facilities in the Greater San Antonio area.

Work Details
The contractor will be responsible for the following tasks:
1. Pick up laboratory specimens and diagnostic imaging films from the Randolph laboratory and deliver them to Lackland and/or Fort Sam Houston Medical Centers.
2. Transport a variety of items including pharmaceuticals, medical records, blood components, tissue samples, and medications between clinics, hospitals, military pharmacies, and other medical facilities.
3. Maintain a log of record pickups and deliveries signed by both the contractor and the Medical Records Department.
4. Provide weatherproof containers for transporting medical records.
5. Ensure all records have a Controlled Unclassified Information coversheet before transport.
6. Ensure all drivers are bonded and HIPAA trained, providing necessary certificates post-award.
7. Maintain logs for blood, blood components, laboratory specimens, and tissue samples pickups and deliveries.
8. Package and label laboratory specimens according to Department of Transportation/Occupational Safety and Health Administration standards.

Period of Performance
The contract will commence on October 1, 2025, and will run through September 30, 2030, with options for extension in subsequent years.

Place of Performance
The services will be performed at Joint Base San Antonio locations including Randolph AFB, Lackland AFB, Fort Sam Houston Medical Centers, and other medical facilities in the Greater San Antonio area.
