The Defense Commissary Agency (DeCA) has a requirement for Retail Clearinghouse Services (Coupon Redemption) for 240 plus DeCA commissaries worldwide. The prospective contractor will be responsible for providing Retail Clearinghouse services, to include all personnel, supervision, labor, equipment, materials, facilities, supplies and transportation necessary to perform in accordance with the Government's Statement of Work (SOW). The projected quantity of coupons for redemption is approximately 75,000,000 coupons annually and approximately 375,000,000 coupons for the entire 5 year period of performance of the anticipated contract.

Attached is the combined synopsis/solicitation for this requirement. Please note there are four documents total. The due date for all quotes is May 15, 2017 by 1:00 ESDT. Questions are due by April 28, 2017 by 3:00PM ESDT. Quotes and questions are to be submitted to Michael Barnes at Michael.barnes@deca.mil and Jill.craft@deca.mil.
***Amendment 0003 extends the due date of questions to Tuesday, May 16, 2017 by 1:00PM EDST and the submission due date to Wednesday, May 17, 2017.
***Amendment 0005 extends the due date of submissions to May 18, 2017 by 1:00PM EDST.
