Amendment 004

The purpose of Amendment 004 is to:

1) Provide the Government's Response to questions submitted

2) Update the Request for Proposal, in accordance with answers provided in the revised Attachment 4

3) Update the Statement of Work, in accordance with answers provided in the revised Attachment 4

4) Extend the Proposal Submission Due date to 2 April 2024.

5) The submission date for Questions has passed and the Government will no longer accept any additional questions.

6) Incorporate additional applicable provisions and clauses

*If there is a lapse in appropriations, which results in DHS being shut down, the Government will provide a confirmation of receipt for your proposal once the Government reopens. The due date for proposal submission will remain April 2, 2024 at 10:00AM EST.*

The Offeror is required to submit separate volumes of its Technical and Price Proposal in accordance with the RFP to the Contract Specialists by email at Sara.Toni@hq.dhs.gov and Marcus.Datcher@hq.dhs.gov as well as the Contracting Officer by email at William.Grimm@hq.dhs.gov no later than the Proposal cut-off time of April 2, 2024, 10:00AM Eastern.

Background
The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Countering Weapons of Mass Destruction Acquisition Division (CWMDAD) is issuing Request for Proposal (RFP) number 70RWMD24R00000001 for Countering Weapons of Mass Destruction (CWMD) Operations Support Directorate (OSD) Chemical Preparedness (ChemPREP) Program Support. This RFP is issued as an unrestricted procurement. The Government intends to issue a single-award Indefinite-Delivery Indefinite Quantity (IDIQ) contract for this effort.

Work Details
The selected Contractor will support CWMD’s community-wide approach in working with emergency management officials through a defined process of understanding the current capability, understanding the unique chemical threats to a community, and through scenario-based response training and exercises. This approach will allow CWMD to support communities throughout the country in agile decision making and response capabilities during a chemical incident, to include the identification of those critical decision points, information flows, and decision making defined by position and affiliation during a response to a chemical incident.

Period of Performance
The period of performance for the contract includes tasks such as Review and Integration, Chemical Inventory and Commodity Flow Assessment, Model the Chemical Defense System, Capability Evaluation and Gap Analysis, Cognitive Decision-Making Framework, Chemical Preparedness Capabilities Resource Catalog, Capstone Exercise, Technical Assistance Teams, Training and Documentation. The Contractor shall provide a monthly progress report to the Contracting Officer's Representative (COR), Federal Program Manager (PM), and other relevant parties via electronic mail.
