Counter-small Unmanned Aircraft Systems Soldier Common Solutions

ID: CUAS-RFI-25-001 • Type: Sources Sought

Description

Posted: Jan. 31, 2025, 3:23 p.m. EST

DESCRIPTION: The current conflicts have highlighted the need to enhance C-sUAS capability across the battlefield. Potentially, every squad, soldier, and unit will require the ability to detect and defeat small UAS and this will require common equipment across every Army formation at the Soldier level.

INDUSTRY DAY EVENT The U.S. Government will host an Industry Day on January 13, 2025. Participation will be at no expense to the U.S. Government and each vendor will be limited to two (2) participants. To register for this event, please email MAJ Christine Baughan, Christine.c.Baughan.mil@army.mil, NLT January 08, 2025, at NOON CST. Upon registration, participants will receive additional information. Failure to register for the event will result in denied entry. Inquiries may be submitted with Industry Day registration.

INFORMATION & BACKGROUND: C-sUAS Soldier Common Systems are defined as either an individual or crew-served C-sUAS systems, that provide self-protection, that is Military Occupational Specialty (MOS) Agnostic. C-sUAS Soldier Common Systems can be wearable, handheld or dismounted and can engage a small UAS through Electronic Warfare (EW) or by augmenting weapon optics.

Interested vendors are requested to submit one (1) White Paper addressing their capabilities (may include partnerships, teaming agreements, and/or subcontractors), potential materiel/services solutions that meet the criteria referenced in this document, and a point of contact for the U.S. Government.

Background
The U.S. Army has identified a critical need to enhance Counter-small Unmanned Aircraft Systems (C-sUAS) capabilities across the battlefield due to current conflicts.

The goal is to equip every squad, soldier, and unit with the ability to detect and defeat small UAS using common equipment at the Soldier level. The C-sUAS Soldier Common Systems are designed to be Military Occupational Specialty (MOS) Agnostic and can be wearable, handheld, or dismounted, engaging small UAS through Electronic Warfare (EW) or by augmenting weapon optics.

Work Details
Vendors are invited to submit a White Paper that addresses the following objectives:

1. Deployment: Systems must be operable by a single Soldier for self-defense without requiring airspace clearance.

2. Size Weight and Power (SWaP): Systems should be modular, agile, and require minimal setup time while minimizing size and weight. Kinetic solutions should modify existing Army weapon systems; non-kinetic solutions should reduce Soldier burden.

3. Detect: Systems must detect commercial groups 1-2 small UAS in congested electromagnetic environments with over 3 minutes of reaction time for squad-level elements.

4. Defeat: Systems must non-kinetically defeat commercial groups 1-2 small UAS and provide a defended area for squad-sized elements (>0.5 km). Kinetic defeat is a last resort.

Period of Performance
Vendors should provide a schedule showing the timing of events from contract award to initial deliveries within seven months.
