Background
The Cougar Mountain AML Construction project, identified as WA-24-003, is issued by the Office of Surface Mining and Reclamation Enforcement (OSMRE) under the Department of the Interior (DOI). The mission of this agency is to ensure the responsible management of the nation's natural resources, particularly in relation to abandoned mine lands. The goal of this contract is to perform reclamation and maintenance work at Cougar Mountain Regional Wildland Park in King County, Washington.

Work Details
The contractor is required to perform AML emergency reclamation and maintenance tasks as specified in the attached Invitation for Bid (IFB) and Plans and Specifications. Key requirements include:

1. Begin performance within 1 calendar day after receiving award notice to proceed.
2. Complete all work within 74 calendar days after receiving award notice to proceed.
3. Provide any required performance and payment bonds within 14 days after award if construction costs exceed $150,000.
4. Attend a mandatory pre-bid meeting scheduled for September 11, 2024, at Sky Country Trailhead.
5. Submit bids that include a construction schedule, bid schedule, AML Contractor Information Form, and qualifications statement.
6. Ensure that all contractors and subcontractors receiving 10% or more of the contract funding obtain an Applicant/Violator System (AVS) data evaluation for eligibility under the AML Program.
