Background
The solicitation is for a COST-PLUS-AWARD-FEE (CPAF) INDEFINITE-DELIVERY, INDEFINITE-QUANTITY (IDIQ) SINGLE AWARD CONTRACT FOR ARCHITECT AND ENGINEERING (A-E) ENVIRONMENTAL SUPPORT SERVICES FOR COMPREHENSIVE LONG-TERM ENVIRONMENTAL ACTION NAVY (CLEAN) V. The contract is issued by the Department of Defense (DoD) and primarily covers A-E services including environmental technical and engineering services in support of the Navy’s Environmental Restoration Program at activities under the cognizance of the Naval Facilities Engineering Command (NAVFAC) Southwest (SW).

Work Details
The contractor shall furnish environmental technical and engineering services focusing primarily on Environmental Restoration (ER) projects performed under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). This includes field investigation services, laboratory testing, site management plans, community relations plans, preliminary assessment/site inspection, remedial investigation/feasibility study, proposed plan/record of decision, engineering evaluation/cost analysis, remedial design, remedial action work plan, post-construction award service, site closeout documentation, environmental assessments, risk assessments, contamination characterization, Restoration Advisory Board support, participation on partnering teams with regulators, operation and maintenance support, and Geographical Information System development and maintenance. The services may also include investigation stages in support of the Munitions Response Program consistent with CERCLA and addressing large and/or complex Petroleum, Oils, and Lubricants sites with multiple sources and distribution lines.

Period of Performance
The resulting contract will be a CPAF IDIQ contract for a base period of two years and two three-year option ordering periods. The ceiling for this procurement is established at $240,000,000 with a guaranteed minimum of $5,000 for the contract term including option years.

Place of Performance
The required services will be performed at various Navy and Marine Corps facilities within the NAVFAC (PAC) Areas of Responsibilities including Southwest (SW), Northwest (NW), Hawaii (HI), and Marianas (MAR). Work will be performed predominantly in California, Arizona, and Nevada.
