Opportunity 1: Capability Delivery (CD) Program Cost Estimating Effort
- Purchase Agency: Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Cybersecurity Infrastructure and Security Agency Acquisition Division (CISAAD)
- Purpose: The DHS, CISA is conducting market research to obtain information on products/services that provide a commercial package of cost estimating tools to support planning, analysis, and management of software, hardware, and IT development projects. This requirement is in response to a General Accountability Office (GAO) best practice recommendation for multiple estimating methodologies and tools.
- Work to be Acquired: The government is seeking a commercial IT cost estimating tool/license with an algorithmic project management software application. The tool should estimate the cost of software development, systems engineering, software and hardware maintenance, and life cycle costing of IT projects. It should integrate effectively with current CD cost and risk application called Automated Cost Estimating Integrated Tools (ACEIT) and Microsoft products.
