Description

This notice is a Request for Information Notice only and NOT a Request for Proposal (RFP). This notice shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any product or service. It does not guarantee a subsequent solicitation will be issued. Submission of any information in response to this notice is completely voluntary, and costs associated with any submission shall not be reimbursed by the Government. The information requested will be used to facilitate decision making.

Commander Naval Air Forces (CNAF) and NAVSUP Fleet Logistics Center Norfolk (FLCN) are seeking industry input for Cost Demand Management.

Information is being gathered to determine if industry has the capability to fully meet the Government's stated requirements. Potential sources either alone or with appropriate teaming partners must have demonstrated expertise/capabilities in relation to all tasks within the draft Performance Work Statement (PWS). See Below.

The Government anticipates a period of performance with a one (1) year base period, four (4) one-year options, and a six month Option Period if needed; TBD 2024/2025.

The applicable North American Industry Classification System (NAICS) for this requirement may be 541611 and the applicable size standard is $24 million OR 541614 with a size standard of $20 million, the FSC Code is B505. NOTE: SAM IS A SELF CERTIFICATION SYSTEM NAICS CODES CAN BE ADDED PROVIDED YOU PROVIDE THE SERVICES BEING SOUGHT.

Again, THIS IS NOT A REQUEST FOR PROPOSAL. This is a market research tool. The input provided will help the Navy ascertain the interest, capability, and capacity of potential businesses. If you are an interested business, FLCN would appreciate your assistance. In addition to any supplemental information provided please include the following:

1. Full Business Name

2. Cage code and Duns Number of business

3. Size of Business

4. The name, phone number, and e-mail address of a company representative the Government may contact for additional information.

5. Indicate if the firm is registered and current in System for Award Management (www.sam.gov) database.

6. Provide Statement of Capabilities with regards to the tasks outlined in the attached draft

Cost Demand Management (CDM).

  1. PWS. Provide brief description(s) of any prior experience that best illustrates your qualifications related to performing this course of instruction or any restrictions that may limit competition.

Provide the following information for each project listed:

1. 1. Customer Activity Supported (spell out any acronyms)

2. Complete Contract number/Task Order number and project title

3. Name of contracting activity

4. Administrative Contracting O icer's name, and current telephone number, and email address

5. Contracting O icer's, Technical Representative, Task Order Manager or primary point of contact name, current telephone number, and email address

6. Contract type (e.g. cost plus, requirements, firm-fixed price, indefinite delivery / indefinite quantity, or combination)

7. Period of Performance (start and completion date)

8. Base contract award amount and final contract value

9. Contract Number/Task Order Number

10. Summary of contract work

What type of work the company has performed in the past in support of the same or similar requirements If the company has managed a task(s) of this same or similar nature.

Please provide any additional feedback you feel is relevant or any questions you have regarding the sources sought notice. SPECIFICALLY ANY RESTRICTIONS THAT MAY LIMIT COMPETITION.

The Statement of Capability (SOC) will determine the feasibility and/or basis for the Navy's decision to establish this requirement. The SOC must be complete and sufficiently detailed to allow FLCN to determine the firm's qualifications to perform defined work. The SOC must be submitted electronically and is limited to 20 pages (including all attachments). Interested parties must submit their responses electronically to the point of contact: jill.joscelyn@navy.mil.

Receipt of potential responses to all elements of this sources sought shall be received no later than

Information gained through this notice will be used to further define FLCN requirements.

Electronic responses are required. Because this is a preliminary notice, general marketing materials are not required. FLCN is not scheduling in-person presentations at this time. Background

Work Details
The objective of this Task Order is to acquire a range of services to provide the CNAL with an integrated contractor team with the competency, capacity and capability to provide the full range of support services to assist and support the CDM to carry out its duties and responsibilities including conducting aviation cost, demand, readiness, supply and maintenance analysis, analysis to support identification of cost, demand and readiness related improvement opportunities, analysis to support development and implementation of solutions for identified opportunities, analysis to support integration of O and I-Level Repair and Sustainment Improvement Efforts across CNAF, NAVAIR, NAVSUP WSS, and other Stakeholder Organizations, tracking and reporting on improvements, development of supporting analytical tools, processes, metrics and dashboards, project management, administrative, governance and reporting support for CDM activities.

Period of Performance
The base year period of performance is anticipated to be 01 June 2024 through 31 May 2025. Additional option periods are listed below: Option period 1: 01 June 2025 - 31 May 2026; Option period 2: 01 June 2026 - 31 May 2027; Option period 3: 01 June 2027 - 31 May 2028; Option period 4: 01 June 2028 - 31 May 2029.

Place of Performance
The place of performance may include both government site and contractor site in the following locations: Determined post-award (specifically, the geographic location for the contractor’s facilities), and aboard other Navy facilities as required.
