Description

This notice is a Sources Sought Notice (SSN) ONLY. This notice is NOT a solicitation for proposals, proposal abstracts, request for bids or quotations, nor a promise to issue a solicitation in the future. The purpose of this notice is for the Government to obtain knowledge and information for project planning purposes only and to determine whether a small business set-aside is appropriate for this acquisition. We encourage all small business concerns in all socioeconomic categories to identify their capabilities in meeting the requirement outlined below.

The Government has interest in and is seeking information regarding industry capability in providing Brand Name or Equal Ricoh Printers and Services as described in the DRAFT Performance Work Statement (PWS), provided as an attachment to this notice.

The Government intends to award a firm fixed price (FFP) contract with an anticipated 12-month base period. The potential North American Industrial Classification System Code (NAICS) is 334118 Computer Terminal and Other Computer Peripheral Equipment Manufacturing.

Requested Information:

Interested sources are invited to respond to this notice by submitting the following:

  1. General Contractor Information: Provide your name, address, POC name, POC phone number, POC email, CAGE code, Unique Entity ID number, and NAICS.
  2. Business Size/Socioeconomic status: State specifically if your organization is a small business. Provide details regarding your organization's business size and socioeconomic status (e.g., large, small, 8(a), women owned, hub-zone, SDB, Service-Disabled Veteran Owned)
  3. Solicitation: State if the requirement can be solicited from your organization via a General Service Administration (GSA) schedule contract vehicle and/or the open market through SAM.gov. If a schedule contract vehicle meets the requirement, specifically identify the vehicle.
  4. List active governmentwide contracts related to the products/services required that your company has been awarded (GWACs, IDIQs, and BPAs include applicable SIN)
  5. Capability: Interested business concerns should provide a brief capabilities statement package (submissions are limited to no more than 10 pages in length demonstrating its capabilities in reference to this requirement. A generic capability statement is not acceptable.
  6. Other: Identify any other considerations or suggestions (i.e., NAICS/PSC, CLIN makeup, etc.).

How to Submit a Response:

Submission shall not exceed 10 single sided pages in length. All responses and/or questions shall be submitted via email to Tonitta Jones at tonitta.l.jones@irs.gov by 1200 EST, Wednesday, December 10, 2025. The subject line of the email shall read as follows: Sources Sought Brand Name or Equal Printer Refresh Your Organization Name.

This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. All costs associated with responding to this notice are solely at the responding party's expense. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Further, the Government may contact the vendor for additional information regarding the information submitted as part of this market research effort. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After review of the responses received, a solicitation may be published in Government Point of Entry or other similar source (e.g. GSA E-buy). However, responses to this notice will not be considered adequate responses to a solicitation.

Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract or agreement. The Government will not be obligated to pursue any particular acquisition alternative as a result of this notice. Not responding to this notice does not preclude participation in any future solicitation if one is issued. No proprietary, classified, confidential, or sensitive information should be included in response to this notice, unless otherwise appropriately marked by the respondent. The Government reserves the right to use any non-proprietary technical information received in response to this notice in any resultant solicitation(s).

Background
The Internal Revenue Service (IRS) is seeking information regarding industry capability to provide Brand Name or Equal Ricoh Printers and Services as part of a project aimed at refreshing their Correspondence Production Service (CPS) capabilities. The IRS's CPS Branch processes a significant volume of taxpayer correspondence, and the demand for these services has increased, necessitating additional contractor support. The goal of this contract is to enhance the efficiency and capacity of the IRS's high-volume outbound mail processing operations.

Work Details
The contractor shall provide the following services and equipment:

1. One (1) Ricoh High-speed Continuous Feed Monochrome Ink Jet print system (Part #: Ricoh VC4000) for CPSE in Detroit, MI that can run pin-less paper roll to roll.

2. De-installation of a current IP5000 printer at CPSE in Detroit, MI.

3. Provision of pre and post equipment for the Continuous feed printer.

4. Supply of four (4) Ricoh cut-sheet printers (Part #: Ricoh Pro 8410), two (2) in Detroit, MI and two (2) in Ogden, UT.

5. De-installation of four (4) Pro 8310 cut sheet printers, two (2) in Detroit, MI and two (2) in Ogden, UT.

6. Conduct a kickoff meeting with CPS representatives within two weeks of receipt of the purchase order to clarify project goals and tasks.

7. Installation and configuration of IRS purchased production hardware, operating systems, and software as specified in the Performance Work Statement (PWS).

8. Provide operator training across all shifts: Day Shift (0700-1500), Swing Shift (1500-2300), Grave Shift (2300-0700).

9. Provide maintenance within the warranty period for nine months on pre and post equipment.

Period of Performance
The period of performance is anticipated to be one year from the date of award.

Place of Performance
The work will be performed at the Correspondence Production Service facilities located in Detroit, MI and Ogden, UT.
