Description

The U.S. Army Corps of Engineers, Galveston District Office requires a dredging contract for the Corpus Christi Ship Channel, Texas, Upper Bay Reach in Nueces County, Texas, Channel Improvement Project.

Project Information: Type of Dredge: Deep/Shallow Draft Pipeline. The work consists of The Corpus Christi Ship Channel, Texas Channel Improvement Project Upper Bay Reach is contract encompasses construction starting at station 70+000, just westerly bay side of the Corpus main channel La Quinta Junction. Potentially work could extend some 11 miles going across Bay, into Corpus Christi Inner Harbor Avery Point Reach and Chemical Basin areas. The construction elements of the project include 1) deep draft maintenance and new work channel dredging, 2) upland Placement Area (PA) #3A, #3B and #1/2 dike raising.

The contract involves the complete clean out of the maintenance material from the existing channel (47 feet Mean Lower Low Water (MLLW)) template, widening the channel from 400 to 530 feet and the construction of the new barge lanes (Required depth is 16 feet) template 200 feet in width parallel both sides of Upper Bay Reach.

Due to the size of the contract, it has been divided into schedule 1 and several options. Schedule 1 includes dredging barge lanes and main channel starting at station 70+000 approximately 8 miles across Upper Bay between La Quinta Junction and Corpus Christi Ship Channel bridge. The estimated maintenance template dredging volume is 1.6 cubic yards (CY) and the construction of the new channel (authorized depth and advanced maintenance) is estimated to generate an estimated 13.1 CY and placed in the open-water disposal sites.

Options will compose the remaining work including skip-dredge (plugs) sections, left out of schedule 1 pending pipelines removal by owners, the dredging Inner Harbor Avery Point Reach and Chemical Basin Reach and optional incremental raising of existing perimeter dikes at existing upland placement areas (e.g. Placement Areas 1-2; 3A and 3B) with associated drop-outlet structure modifications.

Completion time for Schedule No. 1 is estimated at 597 calendar days. Additional time will be added to the contract duration for Options 1 through 9, if exercised. Options 10 to 13, if exercised, will not extend the duration of the contract. The number of days for each option will be provided in Section 00 11 00.00 45 of the specification. If the contractor fails to complete the work within the time specified, the contractor shall pay liquidated damages to the Government in the amount of $3,843.00 for each calendar day of delay until the work is completed or accepted.

The contractor will be required to provide Performance and Payment Bonds within (3) calendar days after award. The contractor shall begin work within (10) calendar days after acknowledgement of the Notice to Proceed.

The Solicitation issued will be Firm Fixed Price. The magnitude of construction is estimated between $100,000,000.00 and $250,000,000.

The solicitation is advertised as Unrestricted full and open competition for both large and small businesses in accordance with FAR Part 14, the intent of the Government is to award one single firm-fixed price contract. The North American Industrial Classification System (NAICS) Code applicable to this project is 237990 (Heavy Construction). The Small Business Size Standard is $30 Million (Dredging).

The solicitation will be issued on or about 27 May 2021. Response date is 29 June 2021 @ 2:00 PM (All bids must be submitted electronically per Section 00 21 00 of the solicitation). Bid opening will be held by teleconference only ((844) 800-2712; Access Code: 199 872 8430). The estimated award date for this project is August 2021.
