Description

The US Army Corps of Engineers (USACE), South Atlantic Division (SAD), Caribbean District (SAA) requires AE Services for Civil Works, Military and IIS projects. Selections will be made under the procurement procedures of Public Law 92-582 (the Brooks Act). Firms will be selected for negotiations based on demonstrated competence and qualifications for the required work. The North American Industry Classification System NAICS Code for this procurement is 541330 for Engineering Services. This announcement for IDIQ A-E services is issued on an unrestricted basis. SAA plans to award a target of five (5) unrestricted awards and a target of three (3) awards to small business. For the purposes of this procurement, a concern is considered a small business for NAICS 541330 if its annual gross receipts are $25.5 million or less. The Government intends to award a target of eight (8) contracts to the most highly qualified A-E firms. Selected A-E firms will share the capacity of $249M a one (1) year base ordering period and four (4) one-year option ordering periods for a total of five (5) years.Note: This is an A-E Synopsis requesting SF330s before the due date/time. Please see EP 715-1-7 and FAR Part 36 for further guidance on the A-E process.

Background
The US Army Corps of Engineers (USACE), South Atlantic Division (SAD), Caribbean District (SAA) is seeking Architect-Engineer (A-E) services for Civil Works, Military, and IIS projects. The goal of this contract is to select firms based on demonstrated competence and qualifications to perform engineering services under the procurement procedures of Public Law 92-582 (the Brooks Act).

The total capacity for awarded contracts is $249 million over a five-year period, with a target of eight contracts awarded to highly qualified A-E firms.

Work Details
The services required under this contract include engineering and design services primarily for civil works and limited military projects. Specific tasks include: preparation of design reports, engineering studies, cost estimates, construction schedules, design calculations/analyses, and construction plans/specifications suitable for competitive bidding processes.

Civil works projects may involve environmental restoration, flood risk reduction, beach renourishment, erosion control, navigation (including dredging), bridges, water control structures, site planning, structural and geotechnical designs in high seismic hazard regions. Military projects may encompass new construction, demolition, renovation/rehabilitation of various facility types including military and commercial structures.

Additional tasks may include feasibility studies, hydrologic/hydraulic studies, seismic evaluations, testing services, program development studies, contract administration during construction phases including RFI management and inspection services. Cost estimation for design and construction phases is also required.

Period of Performance
The contract will have a one-year base ordering period with four additional one-year option periods for a total of five years.

Place of Performance
Work will be performed in Puerto Rico and the U.S. Virgin Islands.
